Article 6: Development Standards 278 <br /> Section 6.14: Stormwater Management <br /> (3) Deviations from these standards may be allowed as approved /ated <br /> basis. <br /> (F) Total Nutrient Removal Rates <br /> Total nutrient removal rates of SCMs, as well as SCMs in a series, will <br /> pursuant to the approved accounting tool. <br /> 6.14.8 Peak noff Volume <br /> (A) Standards for Falls Lake Watershed <br /> (1) For all new development, there shall be no net increase i peak flow leaving the <br /> ite from the predevelopment conditions for the 1 year, 4 hour storm. <br /> (B) Stand ds for Jordan Lake Watershed <br /> (1) For al ew development there shall be no net in ease greater than 10% in peak <br /> flow lea i g the site from the predevelopment onditions consistent with 15 A <br /> NCAC 02 1002 (44) and the NCDEQ Stor ater Design Manual.. <br /> (C) Calculating Peak unoff Volume <br /> (1) The following are cceptable method ogies for computing the pre- and post- <br /> development condi ' ns for the 1 ye r, 24 hour storm: <br /> (a) Rational Meth <br /> (b) Peak Discharge t d as described in the USDA Soil Conservation <br /> Service's Technic elease Number 55 (TR-55), <br /> (c) Alternative met ds m t be approved by the County. <br /> (2) The same method st be used fo both the pre- and post- development <br /> conditions. <br /> 6.14.9 Stormwater Management PI <br /> (A) Required App oval <br /> The Erosion Co trol Officer shall not issue any permits new development on any land <br /> within Orang ounty subject to the provisions of this Sec i n, unless and until a <br /> Stormwater anagement Plan has been reviewed and appr ed in accordance with <br /> Section 1.1 of this Ordinance. <br /> (B) C pliance with Requirements <br /> An person engaged in new development activities as defined by this ection who fails to <br /> fi e a plan in accordance with this Ordinance, or who conducts any new evelopment <br /> except in accordance with provisions of an approved Stormwater Manage ent plan shall <br /> be deemed in violation of this Ordinance. <br /> (C) Enforceable Restriction <br /> Approval of the Stormwater Management plan shall require an enforceable restrict n on <br /> property usage that runs with the land, such as a recorded deed restriction or protec , e <br /> covenants, to ensure that future development and redevelopment maintains the site <br /> consistent with the approved Stormwater Management plan. <br /> 6.14.10 Operation and Maintenance of Stormwater Control Measures (SCMs) <br /> (A) Posting of Financial Security'38 <br /> 138 Staff is noting here that amendments to this section are necessary to conform with SL 2019-79.
