Article 5: Uses 245 <br /> Section 5.21: Standards for Miscellaneous Uses <br /> (a) Structures and other site features shall be arranged to permit practic <br /> emergency vehicle access to all sides of buildings. <br /> 5) Access to public ways <br /> (a) Every structure and dwelling unit shall have access to a pub' street, <br /> walkway or other area dedicated to common use. <br /> (6) on-motorized circulation <br /> (a) A non-motorized circulation system shall be provide which is direct, <br /> efficient, and pleasant. <br /> (b) a system shall be complementary to, but ind endent of the vehicular <br /> cir lation system. <br /> (7) Design of ac ss and egress drives <br /> (a) The locat n, size, and numbers of ingr ss and egress drives to a site <br /> will be stric limited to minimize the egative impacts on public streets <br /> and on adjac t property. This sh include formal entryways and <br /> access to outpa els from inside a development only. <br /> (8) Coordination with off-site irculatio systems <br /> (a) The arrangement of ri ts- -way or easements for circulation shall <br /> coordinate with the patte of existing and planned streets, pedestrian <br /> and/or bicycle pathway a transit routes in the area. <br /> (b) Connection to adjac nt prope ies is encouraged where possible. <br /> (9) Stormwater control <br /> (a) Protective me sures shall ensure th removal of stormwater runoff will <br /> not adverse affect neighboring prope 'es or the public storm drainage <br /> system. <br /> (b) Provisi ns shall be made for construction of tormwater facilities <br /> inclu ing grading, gutters, and piping to direct ormwater and prevent <br /> e rc <br /> on. <br /> (c) urface water on all paved areas shall be collected intervals that do <br /> not obstruct vehicular or pedestrian traffic. <br /> (10) Ex rior lighting <br /> a) The location, type, size and direction of exterior lighting shall of cause <br /> glare or direct illumination that interferes with adjacent properti or <br /> safety of public rights-of-way. <br /> Protection of property values <br /> (a) Elements of a site plan shall be arranged to have minimum negative <br /> impact on values of adjoining property and other on-site uses. <br /> (C) Specific Standards <br /> (1) Unless otherwise indicated herein, the relevant standards for the specific <br /> Economic Development Zoning Districts shall apply. <br /> (2) Where actions, designs, or solutions proposed by the applicant are not literally in <br /> accord with the applicable regulations of this Ordinance, but the Board of County <br /> Commissioners makes a finding in the paFti^, laF^acedetermines that public <br /> purposes are satisfied to an equivalent or greater degree, the Board of County <br /> Commissioners may make specific modification of the regulations in the <br /> particular case.
