Article 5: Uses 203 <br /> Section 5.10: Standards for Telecommunication Facilities <br /> iv. Adequate coverage by the applicant cannot be <br /> met at the location of the existing wireless <br /> telecommunication support structure; or <br /> V. The existing wireless telecommunication support <br /> structure cannot be reasonably modified to <br /> accommodate additional collocation by the <br /> applicant. <br /> b. Exceptions shall only be allowed after a thorough <br /> analysis of the search area, provided by the applicant is <br /> performed by the County's consultant or Staff, indicating <br /> that coverage is not possible on an existing wireless <br /> support structure at the four-carrier capacity or other <br /> user capacity that can be achieved. For Special I lce <br /> Permits thereThere must he an 80% approval vole of <br /> the deciding boardBoard of Admustment for this specific <br /> finding to pass the a eot'or, riteria — <br /> (c) Setbacks <br /> (i) Within or adjacent to residential zoning districts, minim <br /> setbacks from the base of the wireless support struc re to the <br /> property boundary shall be equal to 110% of the w' Bless support <br /> structure height. <br /> (i i) If the wireless support structure is proposed an accessory use <br /> to a residential use, the setback shall be 11 % of the wireless <br /> support structure height from any reside a or dwelling unit on <br /> the subject property. <br /> (iii) djacent to non-residential uses or on-residential zoning <br /> dis icts, minimum setbacks from a base of the wireless <br /> supp structure to the propert boundary shall be the greater of <br /> 20% of a tower height, or t minimum required setback. <br /> (iv) All building and other str tures to be located on the same <br /> zoning lot as telecom unication tower wireless support <br /> structure shall c for with the setbacks established for the <br /> zoning district or a stablished through the subdivision process, <br /> whichever is gre er. <br /> (d) Access <br /> (i) At a wirele telecommunica 'ens support structure site, an <br /> access r ad, turn around spac and parking shall be provided to <br /> assur adequate emergency and ervice access. <br /> (ii) Ma mum use of existing roads, whe er public or private, shall <br /> made to the extent practicable. <br /> (iii) Road construction shall, at all times, minim a ground <br /> disturbance and the cutting of vegetation. <br /> Road grades shall closely follow natural contours assure <br /> minimal visual disturbance and reduce soil erosion. <br /> (e) Landscaping and Buffers <br /> (i) A Type C Landscape Buffer shall be provided between the <br /> wireless support structures and its accessory structures and <br /> 112 NCGS 160D-406(i)allows for requiring a four-fifths vote only in the cases of a variance.
