3 <br /> HM EL HILL <br /> ORO <br /> CITY SCH00LS <br /> Date: April 14, 2021 <br /> To: Paul Laughton, Deputy Director, Financial Services, Orange County NC <br /> From: Patrick Abele, Assistant Superintendent for Support Services <br /> Re: 2020-2021 DPI Facility Needs Survey <br /> Enclosed is the DPI Facility Needs Survey for the Chapel Hill-Carrboro City Schools that was <br /> approved by the Board of Education on April 8, 2021. The district is required to submit the survey <br /> report to the Board of County Commissioners prior to submission of the report to the State Board of <br /> Education. This does not constitute endorsement of or commitment to fund the Facility Needs <br /> Survey by the BOCC. <br /> Background: Every 5 years, local boards of education are required by NCGS to submit a Facility <br /> Needs Assessment to the State Board of Education. This long range plan, developed by the State, is <br /> used as a uniform reporting system and can assist local units in preparing their capital needs. The <br /> survey's software includes a list of all district schools and requires information to be input regarding <br /> each school's, size, age, capacity, energy use, and general condition. Additionally, the district is <br /> asked to project the need for new schools and capital projects required at existing schools. The <br /> survey specifies construction costs associated with different aspects of work. As an example, new <br /> construction is calculated at $260 per sf while current local market estimates are somewhat higher <br /> at$300 per sf. <br /> District Survey: In completing the survey, data was utilized from the most recent(2014) Facilities <br /> Assessment of the District's Nine Oldest Facilities. The assessment's scopes of work and budget <br /> costs for seven of the nine facilities schools have been input into the state survey, along with other <br /> items in the CIP. Work on Chapel Hill High has been completed, and the survey does not include a <br /> mechanism for reporting on the needs of Lincoln Center. <br /> The resulting school need summaries reflect the fact that over the next ten years many of these <br /> schools will be 25-37 years old. Buildings of this age normally incur large capital investments in <br /> infrastructure replacements. <br /> 1 <br />
