Approve the designation of a 2019 Inmar inflatable rubber boat (vessel I.D. <br /> IMG4SA62G819) and accompanying 40 HP Evinrude jet prop (05560749) as surplus <br /> property; and <br /> 2. To approve the attached resolution approving and authorizing staff to complete the transfer <br /> of ownership to Eno Fire Department. <br /> BACKGROUND: In 2020, Emergency Services was authorized to purchase an inflatable boat <br /> and motor to enhance swiftwater rescue capabilities within the county. The project was a cost- <br /> share with Eno Fire Department to replace outdated swift water rescue equipment. The Eno Fire <br /> Department provides fire suppression, emergency medical, and rescue services within its primary <br /> fire district located near the Durham County line. The Department is the primary response <br /> department to Eno River State Park. Eno Fire Department has had sole possession of the <br /> equipment since the acquisition and desires to become certified through the NC Association of <br /> Rescue and Emergency Medical Services. As part of the certification process, the Department <br /> must have the boat registered and such requires ownership. <br /> With flooding as Orange County's highest natural threat, swiftwater rescue boats are paramount <br /> in conducting searches, rescues, and evacuations from flood waters. With this addition, the <br /> County will have (4) equipped and prepared swiftwater teams. <br /> The County Attorney's Office was consulted and determined that the first step in transferring <br /> ownership was to declare the property as surplus. If approved, County staff will transfer the title <br /> and ownership to Eno Fire Department. <br />
