8 <br /> 1 <br /> 2 WHEREAS, in the United States the estimated lifetime cost for all adult rape survivors is nearly <br /> 3 $3.1 trillion, with government sources paying an estimated one-third of those costs, based on <br /> 4 factors including medical costs, lost earnings, and criminal justice expenses. (Centers for <br /> 5 Disease Control and Prevention, 2017); and <br /> 6 <br /> 7 WHEREAS, in the United States 1 in 3 women and 1 in 4 men have experienced some form of <br /> 8 sexual or physical violence committed by an intimate partner (Centers for Disease Control and <br /> 9 Prevention, 2010); and <br /> 10 <br /> 11 WHEREAS, trans and gender non-conforming people, people with disabilities, and children face <br /> 12 the highest rates of sexual violence in our country; and <br /> 13 <br /> 14 WHEREAS, victim-blaming continues to be an enormous problem in instances of rape and <br /> 15 sexual assault; and <br /> 16 <br /> 17 WHEREAS, the Orange County Rape Crisis Center, a nonprofit agency that has served this <br /> 18 community since 1974, is working to stop sexual violence and its impact through support, <br /> 19 education, and advocacy; <br /> 20 <br /> 21 NOW, THEREFORE BE IT RESOLVED that we, the Orange County Board of Commissioners, <br /> 22 do hereby proclaim the month of April 2021 as "SEXUAL ASSAULT AWARENESS MONTH," <br /> 23 and encourage all residents to speak out against sexual violence and to support their local <br /> 24 community's efforts to prevent and respond to these appalling crimes. <br /> 25 <br /> 26 This the 20th day of April 2021. <br /> 27 <br /> 28 <br /> 29 Renee Price, Chair <br /> 30 Orange County Board of Commissioners <br /> 31 <br /> 32 A motion was made by Commissioner Hamilton, seconded by Commissioner McKee, to <br /> 33 approve the proclamation designating April 2021 as "Sexual Assault Awareness Month" in <br /> 34 Orange County, with the language suggested by Commissioner Hamilton, and authorize the <br /> 35 Chair to sign the proclamation. <br /> 36 <br /> 37 Roll call ensued <br /> 38 <br /> 39 VOTE: UNANIMOUS <br /> 40 <br /> 41 Commissioner Fowler thanked to the Orange County Rape Crisis Center for its work, <br /> 42 and especially highlighted the Center's work with parents of students with disabilities. <br /> 43 Chair Price said it is difficult topic to talk about, but that the Center has the County's <br /> 44 support. <br /> 45 <br /> 46 c. 2027 World University Games Update <br /> 47 The Board received information and an update on North Carolina's progress in the bid process <br /> 48 for the 2027 World University Games, an event of the International University Sports Federation <br /> 49 (FISU). <br /> 50 <br /> 51 BACKGROUND: <br />
