9 <br /> 1 The North Carolina Bid Committee (NCBC) is working to bring the world's largest event for <br /> 2 student-athletes to North Carolina and specifically the Triangle area. In recent months, the <br /> 3 NCBC has received requests for presentations to local groups interested in the bid and <br /> 4 prospects for the Games. The NCBC has presented to the Durham Sports Commission (DSC) <br /> 5 Board of Directors, the North Carolina Travel and Tourism Board, the Planning and Legislative <br /> 6 Committee of GoTriangle, and the Cary Chamber of Commerce Board of Directors. <br /> 7 <br /> 8 This item was tabled until the May 4, 2021 business meeting. <br /> 9 <br /> 10 5. Public Hearings <br /> 11 <br /> 12 a. Public Hearing on FY 2021-2022 Annual Action Plan for the HOME Investment <br /> 13 Partnerships Program <br /> 14 The Board held a public hearing on the Annual Action Plan for the HOME Investment <br /> 15 Partnerships Program. <br /> 16 <br /> 17 BACKGROUND: <br /> 18 Every year, state and local governments ("Participating Jurisdictions") that receive HOME <br /> 19 Investment Partnerships Program ("HOME") funds from the U.S. Department of Housing and <br /> 20 Urban Development ("HUD") are required to complete an Annual Action Plan that lays out how <br /> 21 they will allocate HUD funds for the upcoming program year in order to address the goals and <br /> 22 priorities in the Consolidated Plan. A summary of the draft Annual Action Plan for FY 2021-2022 <br /> 23 is provided at Attachment 1. <br /> 24 <br /> 25 For FY 2021-2022, Orange County anticipates receiving the following HOME resources: <br /> 26 <br /> FY 2021-2022 HOME Funds $ 378,743 <br /> FY 2020-2021 HOME Funds $ 200,000 <br /> returned by CASA * <br /> HOME Program Income $ 13,306 <br /> Local Match $ 85,218 <br /> Total $ 677,267 <br /> 27 <br /> 28 *CASA elected to return its award due to receiving a Low-Income Housing Tax Credit award, <br /> 29 which filled their funding gap; thus, HOME funds were no longer needed. <br /> 30 <br /> 31 The above amounts are estimates and may be adjusted according to the actual allocation <br /> 32 received from HUD. A summary of each of the above projects can be found in Attachment 2. <br /> 33 <br /> 34 Orange County is a special type of Participating Jurisdiction, called a Consortium, consisting of <br /> 35 Orange County and the Towns of Carrboro, Chapel Hill, and Hillsborough. Orange County <br /> 36 serves as the lead entity for the Orange County HOME Consortium. The Consortium has <br /> 37 drafted the FY 2021-2022 Annual Action Plan based on the HOME award recommendations <br /> 38 made by the Local Government Affordable Housing Collaborative, detailed below. <br /> 39 <br /> 40 The Local Government Affordable Housing Collaborative (the "Collaborative"), comprised of one <br /> 41 (1) elected official and staff members from Orange County and the Towns of Carrboro, Chapel <br /> 42 Hill, and Hillsborough, reviewed the applications received for the FY 2021-2022 HOME Program <br /> 43 on March 25, 2021 and made the following funding recommendations for consideration by each <br /> 44 of the jurisdictions' elected bodies: <br /> 45 <br />
