Theraport containeq <br />mong other recommentlations, the recommendation that the County atlopt a mandatory <br />recycling oMinance. The primary objective ofthie regulatory approach was to enceurage more <br />responsible management of highly recyclable materials from the C&D waste stream entl [o <br />tlivert these entl potentially other materials from landfill diapoael. At thefime. Orange County <br />was involved in a search for a new censtmclign entl tlemolition lantlfill to replace fhe existing <br />facility, which is expected to reach capacdy in 2002. The difficulty of siting a new CSD landfill in <br />Orenge County provided an adddional impetus for the ortlinance in that it reflects a desire to <br />make any new such facility last as long as possible by tliversion of selected materiels. <br />The purpose of the proposetl ortlinance is to regulate both recyclable C&D materials and <br />potentially other materiels in [he waste stream by keeping those materials from being landfilled <br />and requiring[haRhey be separetetl for recycling insteatl. While the oNinance is not <br />specifically a C&0 recycling ortlinance, the initial focus of [he oNinence is on what are typically <br />considered CfiD materiak-for example, untreetetl/unpeintetl wootl waste, wooden palle4, and <br />scree metal. Cartlboard is also inclutletl. Other materials may be added in the future to the liat <br />of regulated materials. <br />The proposed ordinance regulates the on-site separation of [he regulated materials, requires <br />Regulated Recyclable Materiel Permits tp be obtainetl along with the tratlificnal <br />buildingldemolilicn permits, and the licensing of waste haulers that haul wastes that typically <br />contain the regulated materials. Passage of the ordinance would si9nifican8y alter the ways in <br />which construction and pemolition waste is managetl in Orenge County, and has the potential to <br />
