DocuSign Envelope ID: 1F33BBE6-D8AB-49AC-9D14-C863B35C1295 <br /> Exhibit A: Scope of Services for Anti-Racist Consultant <br /> February 23, 2021 <br /> General Description <br /> Assist the Orange County Department of Housing and Community Development (hereinafter the "OCHCD") <br /> and local jurisdiction staff in completing and delivering a racial equity analysis of OCHCD's COVID-19 <br /> response. <br /> Specific Tasks <br /> • Create a racial equity impact assessment that can be used to assess each program housed under <br /> OCHCD; <br /> • Conduct an analysis on the reach and effectiveness of the Emergency Housing Assistance Program; <br /> o Collect and analyze quantitative evictions data; <br /> o Collect and analyze quantitative and qualitative data from various sources describing the <br /> demographics of applicants and beneficiaries, barriers to access, disparities, etc.; <br /> o Assess the conditions that created the need for participation in these assistance programs; <br /> • Integrate analyses and recommendations into a presentation on the Racial Equity Analysis on <br /> OCHCD's COVID-19 response; <br /> • Participate in regular check-in meetings with Department staff for the duration of the project; <br /> • Participate in relevant meetings that support the professional development of the consultant; <br /> • Ensure all deliverables, processes and methods are consistent with the overall vision, goals, and <br /> objectives of the Department; and <br /> • Respond to requests from Department staff in a timely manner. <br /> Contract Duration <br /> Consultant will begin providing services to the County starting on January 1, 2021.The Specific Tasks <br /> outlined above will be completed on or before February 28, 2021. <br /> Compensation <br /> Consultant will bill the County at an hourly rate of$25 per hour.Total payments to the Consultant will not <br /> exceed $5,000. <br /> 1 <br />
