2 <br /> uses of ARPA funds is to support Non-Profit agencies. As a result, the entire Outside Agency <br /> allocation in FY 2021-22 is funded using ARPA funds. <br /> Based on the theme of this year's budget, most outside agencies are recommended to receive <br /> the same funding as they did last year, with the exception of eighteen (18) agencies who are <br /> recommended to receive additional one-time ARPA funding. <br /> Please refer to the Outside Agency section (Pages 351-362) of the FY 2021-22 Manager <br /> Recommended budget for discussion of Outside Agency funding. <br /> FINANCIAL IMPACT: There is no financial impact associated with the discussion of Outside <br /> Agencies. Decisions that the Board makes on Outside Agency funding, as part of its discussion <br /> of the Manager Recommended FY 2021-22 Annual Operating Budget, will have financial impacts. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are associated <br /> with this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> • GOAL: CREATE A SAFE COMMUNITY <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, gang <br /> activity, substance abuse and domestic violence. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding necessary <br /> for residents to provide shelter, food, clothing and medical care for themselves and their <br /> dependents. <br /> ENVIRONMENTAL IMPACT: There is no Orange County Environmental Responsibility Goal <br /> impact associated with this item. <br /> RECOMMENDATION(S): The Manager recommends that the Board review and discuss Outside <br /> Agency funding, as part of the Manager Recommended FY 2021-22 budget, and provide direction <br /> to staff, as appropriate. <br />
