Information provided in the NCDEQ's Guidelines for Addressing Pre-Regulatory Landfills and Dumps, <br /> dated May 2020 and requests from Orange County form the basis of this revised proposal. This work plan and <br /> cost estimate should be submitted to,and approved by,the PRLF Unit for the described services to be eligible for <br /> cost reimbursement by DEQ. <br /> `- Scope of Services <br /> S&ME proposes the following Scope of Services for the Remedial Investigation—Additional Groundwater, Landfill <br /> Gas and Soil Characterization (483DP-15, 16, 17 and 18)at the Hillsborough Dump site. These services will be <br /> performed in general accordance with NCDEQ Inactive Hazardous Sites Program guidance documents: Guidelines <br /> for Addressing Pre-Regulatory Landfills and Dumps, dated May 2020, Guidelines for Assessment and Cleanup,dated <br /> October 2015, and S&ME's approved Standard Operating Procedures and Quality Assurance(SOP/QA) Manual <br /> (July 2010), previously approved by NCDEQ. <br /> On October 10, 2020,S&ME prepared a previous version of this Work Plan. Orange County submitted the Work <br /> Plan to the PRLF Unit on October 22,2020,and this revised Work Plan was prepared, based on comments <br /> provided by the Unit by email on November 20, 2020 and during a video conference on December 9,2020. <br /> Task 483DP-15 Work Plan/Proposal Preparation <br /> The following services were performed: <br /> Coordination meetings with Orange County and NCDEQ for Scope of Work guidance. <br /> Developed and revised drawings to present the proposed sampling locations. <br /> Procured competitive subcontractor bids. <br /> Developed cost estimate spreadsheets. <br /> - Prepared field services schedule and task descriptions. <br /> Prepared this proposal and work plan. <br /> Task 483DP-16 Groundwater, Background Soil and Landfill Gas Assessment <br /> The following activities and tasks will be completed for the installation and sampling of soil borings: <br /> Prior to conducting field work, S&ME will notify the North Carolina One-Call Center(811)to locate <br /> underground utilities. In addition, S&ME will retain the services of a private underground utility locating <br /> company to locate underground utilities and clear boring locations.
