(S&ME),appreciates the opportunity to provide this revised work plan and cost estimate to conduct <br /> additional Remedial Investigation activities at the Hillsborough Dump site in Hillsborough, North Carolina. This <br /> work plan presents our understanding of the project, a proposed scope of services,an estimated project budget <br /> and schedule. These services will be performed according to the terms of the Consulting Services Agreement, <br /> dated April 15, 2019, between the Orange County and S&ME. We understand Orange County will issue a Task <br /> Authorization or Purchase Order as acceptance of this proposed work plan and cost estimate. <br /> , Project Background <br /> The Hillsborough Dump is a closed, unlined PRLF that was owned and operated by the Town of Hillsborough and <br /> accepted municipal waste from the early 1940's to approximately 1975. The current estimated landfill area is <br /> approximately 20 acres located north of the intersection of Torain Street and Rainey Avenue,on property owned <br /> by Orange County and the Town of Hillsborough. <br /> S&ME has previously conducted remedial investigation activities including geophysical surveying, above-ground <br /> vapor screening, stream and sediment sampling,waste delineation with borings, and monitor well installations as <br /> documented in the following reports submitted to Orange County(hereafter"the County"): <br /> Remedial Investigation—First Phase Report—Hillsborough Dump Pre-Regulatory Landfill,dated January 24, <br /> 2018. <br /> Remedial Investigation—Waste Boundary Delineation Report—Hillsborough Dump Pre-Regulatory Landfill, <br /> dated October 31, 2018. <br /> Remedial Investigation—Above-Ground Landfill Gas Survey and Stream Sampling Report—Hillsborough <br /> Dump, dated January 9, 2019. <br /> S&ME, Inc.13201 Spring Forest Road I Raleigh,NC 27616 1 p 919.872.2660 1 www.smeinc.com <br />
