DocuSign Envelope ID: D2794395-FEOE-49D6-B73F-057E144073E3 <br /> NORTH CAROLINA SERVICES AGREEMENT <br /> ORANGE COUNTY <br /> This Services Agreement (hereinafter "Agreement") is made and entered into this 28th day <br /> of January, 2021 ("Effective Date") by and between Orange County, North Carolina a political <br /> subdivision of the State of North Carolina, for and on behalf of its Criminal Justice Resource <br /> Department and Local Reentry Council (hereinafter, the "County") and the North Carolina <br /> Coalition Against Sexual Assault (the "Providerl") and the Orange County Rape Crisis Center <br /> (the `Provider2") <br /> Background: <br /> Since 2017, the Orange County Criminal Justice Resource Department has been the <br /> Intermediary Agency for Orange County's Local Reentry Council (LRC). The LRC serves <br /> individuals returning to Orange County after periods of incarceration. The LRC works with <br /> community-based organizations and individuals to advocate for, support and connect the formerly- <br /> incarcerated with necessary services such as housing, employment, food, clothing,treatment,peer <br /> support and transportation. The LRC's mission is to reduce recidivism, increase public safety, <br /> create a network of individuals and organizations assisting returning individuals,maximize the use <br /> of existing resources and services, and develop innovative responses to address gaps in resources <br /> and services.Providerl,NCCASA,provides support to all survivors of sexual violence by working <br /> with agencies and entities throughout the state to end sexual violence through education, advocacy <br /> and legislation. Specifically, in Orange County, Providerl is partnering with the Orange County <br /> Rape Crisis Center, Provider2, to connect people recently released from incarceration with the <br /> resources they need to heal from experiences of sexual violence and/or human trafficking. <br /> Accordingly,Providerl has agreed to accept referrals from the LRC and provide services as further <br /> set forth herein. It is important to note that this MOU describes the relationship between Providerl <br /> and Provider2 and Orange County's LRC personnel, but the Providers can also receive referrals <br /> from other entities working with individuals in reentry that are not on the LRC staff caseload. <br /> 1. Scope of Work. The LRC personnel will refer appropriate individuals to Providerl and <br /> Provider2. <br /> a. Providers 1 and 2 will acknowledgement to LRC personnel when a referral is received as <br /> prescribed in Section 2 below; <br /> b. Providers and 2 will address referrals in a timely manner. <br /> c. Subject to federal and state privacy law, Providerl will notify the LRC personnel if any <br /> concerns arise with the referral. <br /> d. Providerl will interview referrals. Each individual interviewed will be provided with a <br /> $50 gift card from Provider 2. <br /> e. Providerl will provide support services to referrals, where appropriate. These support <br /> services include information about resources, counseling, therapy, support groups, crisis <br /> intervention, transportation and other needs which may be detected. <br /> 1 <br />
