The results of this <br />report, presentetl In Aptll 2000, outlinetl two options, one cf which would allow approximately <br />9Q000 additional square feet ofi building (Option A), the other approximately 105,800 square <br />feet (Option B). It is important to note that the sWtly tlefinetl the swpe of the master plan site to <br />be only the area between the Government Services Center to the east, the Courthouse b be <br />west Margaret Lane W [he north antl the etlge of the existng parking lotto the south. Each <br />option tlefinetl buiMing construction in bur phases. Option A inwrporatetl the packing tleck inro <br />the courthouse constmction, while Option B developed a 6level free-stantling perking sWCture <br />in [he approximate location of [he exlsWg ShedfPS Department. <br />At the request of the County Commissioners, the Master Plen was also presentetl to the Town <br />of Hlllsborough Commissioners in June 2000. Concerns raisetl by both BoaNS were similar, <br />examples of which inclutle the following: <br />• Parking sufficiency and location; <br />• Concern about losing the viafa fmm Margaret Lene'mb River Park; antl <br />• Scale of the proppsetl builtlings in relation [o the existing structure; and <br />• Farmers Market location. <br />In an efbrt b further Clardy the challenges associated with development of a court facility on <br />Margaret Lane, two Commissioners, two Judges antl County staff met with represenbtives from <br />the Town of Hillsborough, the Historic Alliance, the Tourism Bcartl antl local citizenry. While <br />there Is general consensus that tlevelopment can occur on the site, [here is signifcant concern <br />that it be done in a manner that embreces a strong sensitivity to historical context of the <br />wmmuniry ae well ea the resulting environmental Impacts. These concerns will be reflectetl In <br />the crderia usetl in the selection of a design film. <br />Praooaed Expans'an of the Master Plan <br />Since the completion of this Master Plan, the BoaN has receivetl recommentlaticna regaining <br />future development of County Government builtlings in the immedale vicinity. Several issues <br />ware reiaed during those discussions, inGudin9 the pctentul that a parking deck could be <br />located closer to the Government Services Center rather then being built as pert of the <br />Courthouse Project. Regardless of whether that shoultl be the case, it is a forgone W nclusion <br />that the design outwme for bath teciliflea will be more effective Rlheir needs are considered in <br />tandem.
