Department of Housing and Urban Development as <br /> well as concerned residents and the housing industry are working to make fair housing <br /> opportunities possible for everyone by encouraging others to abide by the letter and the spirit of <br /> fair housing laws; and <br /> WHEREAS, the U.S. Department of Housing and Urban Development annually declares the <br /> month of April as National Fair Housing Month, designating Fair Housing: More Than Just <br /> Words as the national theme and ideal for 2021; and <br /> WHEREAS, despite the protections afforded by the Orange County Civil Rights Ordinance and <br /> the Fair Housing Act, illegal housing discrimination still occurs in our nation and within our <br /> County; and <br /> WHEREAS, by supporting and promoting fair housing and equal opportunity, we are <br /> contributing to the strength of our County, State and Nation. <br /> NOW, THEREFORE, we, the Board of County Commissioners of Orange County North <br /> Carolina, do proclaim April 2021 as FAIR HOUSING MONTH and commend this observance to <br /> all Orange County residents. <br /> This the 6th day of April, 2021. <br /> Renee Price, Chair <br /> Orange County Board of Commissioners <br /> A motion was made by Commissioner Dorosin, seconded by Commissioner Fowler, to <br /> approve the proclamation and authorize the Chair to sign. <br /> Roll call ensued <br /> VOTE: UNANIMOUS <br /> d. Presentation by Carolina Common Enterprise on the Resident-owned Community <br /> Model for Manufactured Home Communities <br /> The Board received a presentation on Carolina Common Enterprise's implementation of <br /> the resident-owned community model for manufactured home communities (MHCs). <br /> Emila Sutton, Housing Director, introduced the item and the speakers. <br /> BACKGROUND: <br /> Manufactured homes are an important piece of the affordable housing continuum. The per <br /> square foot cost of producing a manufactured home is less than half the cost of constructing a <br /> comparable stick-built, single-family detached home, making manufactured housing one of the <br /> most affordable options available to both renters and homeowners. Orange County has <br />
