40 <br />Proposed Orange Grave Road Development <br />Traffic Impact Study <br />g, ANALYSIS OF FUTURE CONDITIONS WITH <br />DEVELOPMENT <br />The proposed development will consist of 10 apartment buildings with 24 units <br />in each building for a total of 240 units. proposed access into the site is via one <br />full movement driveway on Orange Grove Road. The unity will be cnretmcted <br />In clusters, therefore consolidating Lhe parking ink) specific areas and <br />zing conflicts throughout the development. A scaled drawing of rte silo <br />planisincluded in Appendix H. <br />The sway area intersecrioru were analyzed using the methods outlined In the <br />Highway Capacity Manuap. The manual defines capacity as "the maximum <br />rate of flow at which persons or vehicles can be reasonably expired to traverse a <br />point or uniform arctlon of a lane or roadway during a specified Here period <br />under prevailing roadway, traffic, and control amditions, usually expressed as <br />vehicles per hour or persons per hour ". The capacity analyses were performed <br />for Our following secretaries: existing year 2000, projected year 2006 "m build ", <br />and projected year 2006 "builefout". An analysis was performed for both the <br />AM and PM peak hours for each of the time periods being studied. <br />Level of service (LAS) re a terra used to represent different traffic conditions, and <br />In defined as a "qualitative ne asum describing operational conditions within a <br />traffic sheave, and their perceprion by motorist /or passengers". Level of Service <br />varies; from Level A. representing free Flow ro Level F where traffic breakdown <br />conditions are evident level 6 represents good pmgressiurh with minimal <br />congestion. At Level C, the number of vehicles stopping is significant, although <br />many still Pass through the intersection without stopping. Level D represents <br />more congestion, but the dresso f operations are acceptable. At Level E, freedom <br />to maneuver within the traffic sheave Is extremely difficult with driver <br />frustration being generally high. Generally. Level of Service D is acceptable for <br />signalized and ureigralizN intersections m suburban areas during peak <br />periods it should be noted that actual operating condifiovu might be better than <br />the calculated level of service due to an aggressive driver population <br />Table 5 presents emada of each level of service as indicated in the Highway <br />Capacity Man"P. <br />Table 6 represents a summary of uxHfc capacity, analyses for the study area <br />inimbectinns. Appendix C includes the specific capacity analysis worksheets for <br />each intersection analyzed. <br />
