Iq
proposed project is in a good Iecatiom from a service provision standpoint. The fallowing are
some general comments about this issues
Police officers regularly drive by the location as par[ of patrolling the south end of
FaillsbornogF_
• The addition of 240 units will certainly In calls for se o the police
department. Even if the additional calls are modest amount, It will still require
additional effort to serve those needs. Multi - family or apartment complexes are often
attractive targets for vehicle breaklnv
The location is well within the service area covered by the Firs Department.
• The project would not inquire garbage collection service, since it will require dumpster
alervica and the Town will be out ofthe dumpster collection business by July 1, 2002.
Theta would he few, if any, public theory that would require maintenance.
• The use of one (1) charter meter would make reading the monthly water usage for the
complex a simple matter,
• The addithend customers would likely have a negligible unpect on Water /Sewer
operating expenses.
GeteralFwd (perations: CosHBenefit Observations
Aaacldng a specific cost to the project is not aft easy task. Ultimately, me fJ dabi([zY of
momeracon Is greatly dictated by the levef carinceivicer the Town Boarsi Board cs necessary to serve
the asserted areal The manager looked at many different methodologieyservice levels in
evaluating the cost of this project on the General Fund, but believes the following policy
statement on the issue is a simple yet appr Oodure way to evaluate this project:
I own Manager's Observations on Genera! Fund Services: If ateseseed, the Town could likely get
by for at least several years without adding MY new pcmcmel are to this project ff the Town
chase to be very tight on expenditures it would likely ern a healthy surplus of tcvcauu over
expenditures during the first five yearn. In some aspects, from a financial incident , this
development is as ideal se it gets for annexing a multi -family development The development's
close . proximity to Hillaberough, the limited need for street and saturation expenses in this
development, and relatively high per acre assessed valuation (once developed) make the project
worthy of consideration for amtexahon The other aide office win is that while the project will
likely generate a healthy ampler in the eazlyy eas and cost little to seems, because the project can
be aeevieed with existing smfiResohtroes, the tme long-term cost of the project will increase as
the rut of the Town grew$. For example, while the addition of Patriot Pointe would likely not
require any new police ofawx5 in tho-first yearn the additional 240 units (coupled with other
development in the area) will cause the Town to hire a new officer much sooner. Key note: This
es chat manegement at Patriot Pointe does a reasonable job of providing a safe and
controlled living environment for its residents. S➢ rroarmly, the largest cost associated with arc
development will be fire proration. The manager has been unable to get an estimate for the
projected cost for fire protection, though it seems the same philosophy can be applied that was
used in the aforementioned' police" crumple.
