3 <br /> The reduction of risks from vehicle/traffic accidents, childhood and senior injuries, <br /> gang activity, substance abuse and domestic violence. <br /> Emergency Recovery Fund <br /> 5. When the COVID-19 pandemic began in March 2020, and pursuant to an Emergency <br /> Declaration granted in March 2020, the County established a separate multi-year fund to <br /> account for the emergency expenditures that were anticipated as a result of the pandemic <br /> while awaiting federal and state reimbursements. Although expenditures have been <br /> incurred and accounted for within this multi-year fund, original budgets have not been <br /> approved or established in this fund. This budget amendment provides for the creation of <br /> an overall appropriations budget of $3.75 million, as well as the budgeted anticipated <br /> receipt of offsetting revenues from federal and state reimbursements. (See Attachment 1, <br /> column #4) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Animal Services <br /> 6. Animal Services has received grant funding in the amount of $25,000 from the PETCO <br /> Foundation for use in the Kitten Foster Program, including vaccines, medication and food. <br /> This budget amendment provides for the receipt of these grant funds for the intended <br /> stated purposes in the multi-year grant fund, outside of the General Fund. <br /> 7. Animal Services has received donations in the amount of $850 through the Community <br /> Giving program for use toward completing the canopy in the dog play yard, consistent with <br /> the intent of the donations. <br /> This budget amendment provides for the receipt of these funds for the above stated <br /> purposes. (See Attachment 1, column #5) <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Cooperative Extension <br /> 8. Orange County Cooperative Extension has received reimbursement funds of $3,300 from <br /> the North Carolina Department of Agriculture for the purchase of a pesticide container. <br />
