Year-to-Date Budget <br /> Summary <br /> PURPOSE: To approve budget, grant and capital ordinance amendments for fiscal year 2020-21. <br /> BACKGROUND: <br /> Health Department <br /> 1. The Orange County Health Department has received notification of additional federal pass- <br /> through grant funds of $1,189,158 from the North Carolina Department of Health and <br /> Human Services, Division of Public Health, to support the COVID-19 pandemic response. <br /> The grant service period runs from January 13, 2021 through May 31, 2021. A majority of <br /> this funding will reimburse personnel expenses for staff assisting with vaccination activities, <br /> and decreases the fund balance appropriation in the General Fund by $1,104,941. The <br /> remaining $84,217 will be used to cover ongoing vaccination operating expenses and <br /> temporary staff for the mobile vaccine team. This budget amendment provides for the <br /> receipt of these federal pass-through grant funds for the above stated purposes. (See <br /> Attachment 1, column #1) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Health and Dental Insurance Fund <br /> 2. Orange County is a member of the North Carolina Health Insurance Pool, and currently <br /> has reserves totaling $2,995,334 within the Insurance Pool. The recommended reserve <br /> balance is $981,735, or about 1.2 months of expected claims.
