8 <br /> 1 BACKGROUND: <br /> 2 Beverly A. Scarlett was appointed as a Judge for Judicial District 15-B of the North Carolina <br /> 3 District Court System in 2007, becoming the first Woman of Color to serve the district in this <br /> 4 capacity. Judge Scarlett was subsequently elected to the same position by the voters of <br /> 5 Orange and Chatham counties in 2012, 2016 and 2020. <br /> 6 <br /> 7 Judge Scarlett has served the residents of Orange and Chatham counties tirelessly and with <br /> 8 distinction as a District Court Judge, and has announced her plans to retire. The attached <br /> 9 proclamation recognizes and expresses sincere gratitude to Judge Beverly A. Scarlett for her <br /> 10 exemplary service, and congratulates Judge Scarlett on her retirement. <br /> 11 <br /> 12 Chair Price introduced the item. <br /> 13 Commissioner Greene thanked Judge Scarlett for being an inspiration to her during her <br /> 14 time as an assistant prosecutor on the drug treatment and family courts with Judge Buckner, <br /> 15 and congratulated her on her career. <br /> 16 Latarndra Strong recounted the first time she met Judge Scarlett through their children, <br /> 17 who were friends. She said, at that time, she did not know that Judge Scarlett was a judge, but <br /> 18 she was a firm parent with high expectations. She said she has learned a lot from Judge <br /> 19 Scarlett. She said Judge Scarlett loves this community, and it is evident in her stories and her <br /> 20 decades of services. She said she hopes Judge Scarlett is blessed in her retirement, and <br /> 21 thanked her for her service. <br /> 22 Empress Roi recounted when she met Judge Scarlett during a custody trial. She said <br /> 23 her attorney pressed for her case to be heard by Judge Scarlett, who, after careful deliberation, <br /> 24 restored her custody rights. She said the decision changed her children's trajectory. She said <br /> 25 she is happy to have an opportunity to express her thanks and respect to Judge Scarlett upon <br /> 26 her retirement. <br /> 27 Chair Price said Judge Scarlett has become a true friend, and the roots of the Scarlett <br /> 28 family go deep and wide in Orange County. <br /> 29 Chair Price read the proclamation: <br /> 30 <br /> 31 ORANGE COUNTY BOARD OF COMMISSIONERS <br /> 32 PROCLAMATION <br /> 33 RECOGNIZING JUDGE BEVERLY A. SCARLETT <br /> 34 <br /> 35 WHEREAS, Beverly A. Scarlett was born in rural Orange County into a family with deep and <br /> 36 extensive roots in the county; and <br /> 37 <br /> 38 WHEREAS, in 1983, Scarlett received her undergraduate degree from Saint Augustine's <br /> 39 College, and later enrolled in North Carolina Central University School Law where she earned <br /> 40 her Doctor of Jurisprudence in 1993; and <br /> 41 <br /> 42 WHEREAS, Scarlett became the first Woman of Color from Orange County to have a solo <br /> 43 private law practice in Hillsborough; and <br /> 44 <br /> 45 WHEREAS, Scarlett became the first Woman of Color to work in the Prosecutorial District 18 as <br /> 46 an Assistant District Attorney; and <br /> 47 <br /> 48 WHEREAS, in 2007, former Governor Mike Easley appointed Scarlett to serve as Judge for <br /> 49 Judicial District 15-B of the North Carolina District Court System, which includes Orange County <br /> 50 and Chatham County, and thus became the first Woman of Color to serve in this capacity in the <br /> 51 district; and <br />
