40 <br /> 1 2) consider approval of updated Draft 2021 Orange County Legislative Priority Issues <br /> 2 document for submittal to the County's legislative delegation; and <br /> 3 3) consider approval of the Orange County 2021 Legislative Interests document (which also <br /> 4 includes the Priority Issues) to also be shared with Orange County's legislative delegation. <br /> 5 <br /> 6 BACKGROUND: <br /> 7 The 2021 North Carolina General Assembly session convened on January 27, 2021. The <br /> 8 Board of Commissioners has historically appointed a Legislative Issues Work Group (LIWG) to <br /> 9 work with staff to develop a proposed legislative package for the County. Based on the work of <br /> 10 the LIWG, the BOCC has then reviewed and approved packages of legislative items to present <br /> 11 to Orange County's legislative delegation. <br /> 12 <br /> 13 Commissioners Renee Price and Amy Fowler are serving on the 2021 LIWG and worked with <br /> 14 staff on the proposed 2021 legislative package, which consisted of the two documents, in <br /> 15 preparation for the Board's April 19, 2021 Legislative Breakfast meeting with Orange County's <br /> 16 legislative delegation. <br /> 17 <br /> 18 The LIWG identified twenty-two (22) Legislative Priorities, acknowledging that the full Board of <br /> 19 Commissioners may want to consider modifying the list, exchange one item for another item, <br /> 20 other potential revisions, etc. The LIWG also recommended that the County express its <br /> 21 positions on other topics with a draft Other Orange County 2021 Legislative Interests document. <br /> 22 <br /> 23 The Board of Commissioners discussed and considered the Legislative Priorities and the Other <br /> 24 Orange County 2021 Legislative Interests documents at the Board's March 16, 2021 Business <br /> 25 meeting. As part of the discussion, the Board provided feedback to staff on additions, revisions <br /> 26 and repackaging of the materials. <br /> 27 <br /> 28 The updated Draft documents are provided as Attachment 1 and 2 for Board discussion and <br /> 29 consideration for approval as amended. <br /> 30 <br /> 31 Greg Wilder, Manager's Office, reviewed the item. <br /> 32 Commissioner Dorosin proposed adding the protection of civil rights of transgender <br /> 33 persons, and the opposition of any laws that limits civil rights or any targeting for discrimination. <br /> 34 He cited two bills in the General Assembly HB358 and SB514, which target transgender <br /> 35 residents. <br /> 36 Commissioner Greene thanked Greg Wilder for the reformatting. <br /> 37 Chair Price asked if Commissioner Dorosin's request would mean including seven <br /> 38 priority issues. <br /> 39 Commissioner Dorosin said yes. <br /> 40 Greg Wilder said clarified the wording for the item. <br /> 41 <br /> 42 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene, to <br /> 43 approve the legislative agenda, with the addition of a seventh priority, as described. <br /> 44 <br /> 45 Roll call ensued. <br /> 46 <br /> 47 VOTE UNANIMOUS <br /> 48 <br /> 49 Greg Wilder suggested this item be added after#31 in the entire list, and #7 on the front <br /> 50 page. <br /> 51 The Board agreed by consensus. <br />
