He said the Planning Board has recommended denial, as the property cannot be <br /> 28 connected to water and sewer. He asked if, given that, there is a reason why this project is <br /> 29 coming before the BOCC at all. <br /> 30 Michael Harvey said an applicant has paid an application review fee, despite the <br /> 31 Planning Board's recommendation of denial, and the Board of Commissioners must follow <br /> 32 through with the process. He said the Applicant was notified of the public hearing, but is not in <br /> 33 attendance. <br /> 34 Michael Harvey said due to the definition of CITAN in the comprehensive plan (page 6 of <br /> 35 the abstract), the parcel cannot be provided utility services based on current planning <br /> 36 documents. He said the Planning Department suggested the Applicant approach the Town of <br /> 37 Hillsborough for a modification of agreements to allow for water and sewer to be available to the <br /> 38 parcel, but the applicant did not do so. <br />
