10 <br /> 1 BACKGROUND: <br /> 2 After almost 15 years of dedicated service to Orange County, Thom Freeman-Stuart retired on <br /> 3 March 31, 2021. <br /> 4 <br /> 5 Following a career in the private sector, Thom Freeman-Stuart joined Animal Services in 2003 <br /> 6 as an Office Assistant. He then became an Accounting Technician with the Department of <br /> 7 Social Services in 2008. Mr. Freeman-Stuart joined the Board of County Commissioners' office <br /> 8 as an Assistant to the Clerk in 2013 and was reclassified to an Assistant Deputy Clerk in 2017. <br /> 9 <br /> 10 Mr. Freeman-Stuart managed the advisory boards and commissions process, by recruiting <br /> 11 volunteers, maintaining records, ensuring appointments were made in a timely manner, and <br /> 12 acting as the liaison between the Board of County Commissioners and the advisory boards and <br /> 13 commissions. Mr. Freeman-Stuart also oversaw the day to day financial matters of the Board of <br /> 14 County Commissioners' office, and assisted in developing and monitoring the budget each fiscal <br /> 15 year. Additionally, he served as the lead person for arranging special functions in the county, <br /> 16 including advisory board volunteer and employee recognition events. <br /> 17 <br /> 18 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS <br /> 19 PROCLAMATION RECOGNIZING AND EXPRESSING GRATITUDE TO <br /> 20 THOM FREEMAN-STUART, <br /> 21 RETIRING ASSISTANT DEPUTY CLERK <br /> 22 <br /> 23 WHEREAS, Thom Freeman-Stuart started working with Orange County in 2006 as an Office <br /> 24 Assistant with Animal Services; and <br /> 25 <br /> 26 WHEREAS, Thom earned a promotion to Accounting Technician with the Department of Social <br /> 27 Services in 2008; and <br /> 28 <br /> 29 WHEREAS, Thom transferred to the Board of County Commissioners; Office as an Assistant to <br /> 30 the Clerk in 2013 and was later reclassified to Assistant Deputy Clerk in 2017; and <br /> 31 <br /> 32 WHEREAS, during his time in the Board of County Commissioners' Office, Thom did an <br /> 33 exceptional job maintaining and improving the advisory boards and commissions process, as <br /> 34 well as managing the budget and finances for the office; and <br /> 35 <br /> 36 WHEREAS, Thom provided excellent service to both internal and external customers, and was <br /> 37 always available to lend a hand; and <br /> 38 <br /> 39 WHEREAS, Thom is regarded by his coworkers as a wonderful colleague and friend whose <br /> 40 kindness and good humor will be missed; and <br /> 41 <br /> 42 WHEREAS, Thom retired from Orange County on March 31, 2021 after almost <br /> 43 15 years in service to the County and its residents; <br /> 44 <br /> 45 NOW THEREFORE, we, the Orange County Board of Commissioners, do hereby <br /> 46 recognize and express deep appreciation and respect for the services rendered by Thom <br /> 47 Freeman-Stuart to the Orange County community, and wish him well in his retirement. <br /> 48 <br /> 49 This the 6th day of April, 2021. <br /> 50 <br /> 51 <br />
