General Overview 3 <br /> • NC General Assembly adopted legislation in July 2019 that entailed the complete <br /> reorganization and modernization of the state's planning and development <br /> regulation statutes. <br /> • Previously, planning and land development regulations were in Chapter 153A, <br /> Article 18 (for counties) and Chapter 160A, Article 19 (for cities). <br /> • Now standardized - same regulations for counties and cities, unless a specific difference is <br /> noted. <br /> • Previously scattered rules related to land use regulation also consolidated. <br /> • Codified in new Chapter 160D <br /> • All local governments in NC must comply with the new legislation. <br /> • Originally, all local governments had to adopt revised codes by January 1 , 2021 . <br /> • Due to COVID the deadline date was extended to July 1 , 2021 . <br />
