11 <br /> 1 12) County Jail System/Housing State Inmates Reimbursement— Support legislation to <br /> 2 protect the fiscal viability of the county jail system by reinstating reimbursement for <br /> 3 state inmates housed in county jails sentenced to 90 days or less; <br /> 4 <br /> 5 13) Concealed Weapons in Parks—Seek legislation re-authorizing counties to fully <br /> 6 regulate the carrying of concealed weapons on county-owned playgrounds and in <br /> 7 county-owned parklands and authorize counties to prohibit the carrying of concealed <br /> 8 weapons on county and county funded college/university campuses, in addition to <br /> 9 playgrounds; <br /> 10 <br /> 11 14) Court Funding — Support increased state funding for NC courts, including reinstating <br /> 12 funding for drug treatment court; <br /> 13 <br /> 14 15) Local Government Funding for Law Enforcement— Oppose Senate Bill 100 and any <br /> 15 other similar legislation that is designed to limit local government control of local law <br /> 16 enforcement funding decisions or practices, or that financially or otherwise penalizes <br /> 17 local governments based on local law enforcement funding decisions or practices; <br /> 18 <br /> 19 16) Red Flag Law—Support legislation allowing courts to prevent individuals who show <br /> 20 signs of being a danger to themselves or to others from having access to firearms. <br /> 21 Mental illness, escalating threats, substance abuse and domestic violence are among <br /> 22 the circumstances in which a judge should have the authority to order weapon <br /> 23 restrictions or surrender; <br /> 24 <br /> 25 Education <br /> 26 <br /> 27 17) Full Funding of the Leandro Remedial Action Plan— Support equity and racial justice <br /> 28 by fully funding the Leandro Remedial Action Plan, which details additional <br /> 29 comprehensive, targeted education funding over the next eight years, predominantly <br /> 30 to low-wealth and minority communities, in order for the State to come into compliance <br /> 31 with its constitutional obligation to provide every student a sound basic education; <br /> 32 <br /> 33 18) Priority School Issues — Support legislation to address the following issues related to <br /> 34 schools: <br /> 35 <br /> 36 a) Provide local school systems with calendar flexibility; <br /> 37 b) Provide full funding for State allotments including Average Daily Membership (ADM) <br /> 38 growth and infrastructure/capital, and support legislation to provide for an overall <br /> 39 increase in funding based on average daily memberships outside of the current <br /> 40 formula system; <br /> 41 c) a periodic accounting process for State per pupil funds so that funds and pro-rated <br /> 42 funds follow students to their respective schools, as opposed to the current process <br /> 43 that only considers State funding allocations based on students' attendance <br /> 44 location on a single day during the school year; <br /> 45 d) Impose class size reductions commensurate with State funding for staffing; and <br /> 46 e) Maintain full funding for Driver Education; <br /> 47 <br /> 48 19) Maternity/Paternity Leave and Benefits for School Employees— Support legislation <br /> 49 which provides State coverage for maternity/paternity leave for all local school system <br /> 50 employees that is similar to the coverage the State already provides to all other State <br /> 51 employees; support legislation for the State to provide two (2) paid FMLA days to local <br />
