10 <br /> 1 to seek and complete treatment, and sustain recovery, as well as increased funding <br /> 2 to collect data regarding opioid overdoses and to provide for additional law <br /> 3 enforcement to investigate and enforce drug laws; <br /> 4 <br /> 5 5) Crime Intervention Services — Support legislation and state funding to provide early <br /> 6 intervention services through the Juvenile Crime Prevention Councils, and support <br /> 7 increased state funding for the prevention, intervention and treatment of adolescent <br /> 8 substance abuse, gang involvement and domestic violence; <br /> 9 <br /> 10 6) Adult Protective Services— Support increased funding and legislation to strengthen <br /> 11 adult protective services; <br /> 12 <br /> 13 7) Increase Access to Medicaid — Support legislation to increase access to the <br /> 14 Medicaid program to make health insurance available to North Carolina residents at <br /> 15 138% of the poverty level and as additional support for rural hospitals; <br /> 16 <br /> 17 Justice & Law Enforcement <br /> 18 <br /> 19 8) Racial Equity in Criminal Justice— Support the recommendations of the North Carolina <br /> 20 Task Force for Racial Equity in Criminal Justice (TREC), and specifically legislation to <br /> 21 legalize the possession and use of marijuana and permit licensed businesses to <br /> 22 engage in retail sales to adults, and this decriminalization will in turn broaden the <br /> 23 agricultural economy and jobs as well as enhance revenue for governments with <br /> 24 taxes, licenses, and other associated revenues that can be utilized to address opioid <br /> 25 and other drug-related problems and other needs; <br /> 26 <br /> 27 9) Abolish State Death Penalty— Support legislation to abolish the State of North <br /> 28 Carolina's death penalty; <br /> 29 <br /> 30 10) Bail Reform — Support legislation to develop and fund a plan to help reduce <br /> 31 unnecessary arrests by expanding the use of citations or summons, replace money <br /> 32 bail with non-financial, least restrictive conditions, restrict detention to the small <br /> 33 number of people for whom no condition or combination of conditions can reasonably <br /> 34 assure appearance in court and public safety, and reduce disparity within the pretrial <br /> 35 justice system. Currently, indigent or poor people charged with crimes are often <br /> 36 unable to get out of jail prior to trial because of their inability to pay; <br /> 37 <br /> 38 11) Legislative Study on Educational Requirements for Law Enforcement Officers — <br /> 39 Support legislation to establish a legislative study commission to review the current <br /> 40 educational curriculum for law enforcement officers and make recommendations <br /> 41 regarding potential modifications/additions. The overarching purpose of curriculum <br /> 42 revision would be to instill in future LEOs some depth of understanding of the complex <br /> 43 nature of the society they will serve. Potential topics for consideration include <br /> 44 sociology, American history and literature, psychology, philosophy, and conflict <br /> 45 resolution. In addition to members of the Senate and House, members should include <br /> 46 a diverse array of experts in law enforcement and criminal justice education; also in <br /> 47 higher education, specialists in the humanities/social science subject matter listed <br /> 48 above; <br /> 49 <br />
