18 <br /> After the Neighborhood Information Meeting, staff recommended that the applicant <br /> submit trip generation data for the subdivision. Although not required for the Concept <br /> Plan application, staff suggested that the data could help facilitate discussion about <br /> traffic at the Planning Board meeting. See Attachment 6 for the applicant's ITE Trip <br /> Generation Report. <br /> Utilities: The Pyewacket project proposes three community wells, one of which is proposed in <br /> Orange County. The proposed location is shown on the Concept Plan in Attachment 3. <br /> According to the NC Department of Environmental Quality, its Public Water Supply Section must <br /> review and permit public water systems. Public water systems are those that provide piped <br /> drinking water to: <br /> a) At least 15 connections, or <br /> b) 25 or more people for 60+ days per year. <br /> At this time, the community well proposed in Orange County is projected to serve approximately <br /> 31 lots (1/3 of the Pyewacket subdivision). Permitting of the well will go through the NC <br /> Department of Environmental Quality, not Orange County Environmental Health. The application <br /> in Chatham County proposes individual septic systems to serve proposed lots. No septic <br /> systems are proposed in Orange County. <br /> STAFF COMMENT: Approval of proposed well and septic areas typically occurs <br /> during the Preliminary Plat review process as detailed within the UDO. Orange <br /> County will have no regulatory/permit authority on well/septic systems developed <br /> within Chatham County. <br /> Stormwater Drainage: Overall drainage will be engineered according to applicable standards <br /> when the applicant submits for development permits. The property is subject to adopted <br /> erosion control and stormwater management guidelines. <br /> STAFF COMMENT: Staff of the Orange County Erosion Control and Stormwater <br /> Division did not identify any concerns with the proposed Concept Plan. <br /> Open Space: Of the 11.24 acre parcel proposed as part of the project, 82% (9.24 acres) is proposed <br /> to be Common Open Space, preserved through a conservation easement or other restrictions as <br /> required by Section 7.12 Flexible Developments of the UDO. The Pyewacket Homeowners' <br /> Association would own and maintain the open space. <br /> The Concept Plan proposes both Primary and Secondary Open Space, specifically: <br /> o Primary Open Space:4.24 acres, or 45.89% of the total proposed Common Open <br /> Space. This area includes streams, required buffers, and wetland areas. Primary <br /> Open Space areas are those that have sensitive environmental features or cultural <br /> resource areas. These areas are for passive or low-impact uses (e.g., forests, <br /> pastures, trails, nature observation). <br /> o Secondary Open Space: 5 acres, or 54.11% of the total proposed Common Open <br /> Space. Secondary Open Space areas do not have sensitive environmental or cultural <br /> features and can support more active uses if desired (e.g., playground, clubhouse). <br /> STAFF COMMENT: Staff has determined that the proposal meets the open space <br /> requirements as detailed in UDO Section 7.12. <br />
