17 <br /> proposed in Orange County. The applicant is proposing septic <br /> systems in Chatham. <br /> Surrounding Zoning/Land Uses: <br /> a. NORTH: Single-family residential subdivision, Turkey Run. The <br /> subdivision is split-zoned AR and RB (Rural Buffer). Lots adjacent <br /> to the subject parcel are zoned AR. <br /> b. SOUTH: Undeveloped acreage in Chatham County, which the <br /> applicant is proposing to develop as the 93-lot subdivision, <br /> Pyewacket. The Morgan Ridge subdivision in Chatham County is to <br /> the southwest. <br /> c. EAST: Undeveloped 119 acre parcel zoned AR. <br /> d. WEST: Single-family residential subdivision, The Enclave at Jones <br /> Ferry. All lots zoned AR. <br /> PROPOSAL: The Concept Plan proposes two lots in Orange County, specifically an 11.24 acre <br /> parcel and a 59.55 acre parcel. The 11.24 acre parcel involves the following: <br /> • Preservation of 9.24 acres of land as dedicated Common Open Space, <br /> • Location/development of a community well, and <br /> • Development of a new public road, Pyewacket Trail, serving the proposed 93-lot single- <br /> family residential subdivision within Chatham County. <br /> STAFF COMMENT.-At this time, there are no single-family residential parcels <br /> proposed within Orange County. Please refer to Attachment 3 for the Concept Plan for <br /> the 11.24 acre parcel within Orange County. <br /> The portion of the Pyewacket subdivision proposed within Chatham County, currently under review <br /> in Chatham, contains 128.39 acres of land and is proposed to be subdivided to create 93 individual <br /> parcels for development of single-family residences. Density for the proposed development in <br /> Chatham County is 1 dwelling per 1.38 acres of land area. Attachment 4 contains a rendering of the <br /> Concept Plan for the proposed development in Chatham County. <br /> STAFF COMMENT.-As previously indicated, our review of the proposal is predicated <br /> on the development of a new public roadway within Orange County's planning <br /> jurisdiction. If a public road were not proposed, it would not be reviewed through the <br /> Major Subdivision process. <br /> Roads: The applicant proposes development of a new public road, Pyewacket Trail, in Orange <br /> County to serve the 93 proposed lots in Chatham County. NC DOT will review the proposal to <br /> ensure roadway design meets its standards for State maintenance. <br /> STAFF COMMENT.-The proposed public road within Orange County is the only <br /> means of ingress/egress to serve the development. <br /> NC DOT review and approval is not required at the Major Subdivision Concept Plan <br /> phase. NC DOT's analysis, however, is required during Preliminary Plat review. The <br /> Orange County Fire Marshal's Office has confirmed that the proposed road meets <br /> emergency access requirements. See Attachment 7 for the Fire Marshal's comments. <br />
