47 <br /> EXECUTIVE SUMMARY Page 124 <br /> FY 2021-22 Budget Preparation Timeline <br /> In accordance with North Carolina General Statute (GS 115C—428), the Superintendent shall <br /> prepare a budget for the ensuing year and submit to the local Board of Education no later than <br /> May 1. Before submitting the prepared budget, the Board of Education may choose to hold a <br /> public hearing at which time any persons who wish to be heard on the budget may appear. North <br /> Carolina LEAS are fiscally dependent on the local governing body, which in the District's case is <br /> the Orange County Board of County Commissioners. After consideration of the budget and the <br /> public hearing, the Board of Education will submit the budget to the Orange County Board of <br /> County Commissioners no later than May 15 (GS I I5C—429). <br /> The following is a summary of the budget preparation process timeline for the upcoming year: <br /> November -December <br /> • Finance Committee holds preliminary budget discussions <br /> • Cabinet holds Budget Strategy Work Session <br /> • The budget development process for gathering school and department budgets is <br /> considered and established <br /> January—February <br /> • Budget Request Worksheets are distributed to schools and departments <br /> • Board of Education holds first budget work session <br /> • Schools present budget requests to Cabinet based on school data, identified needs, <br /> schedules, and special circumstances <br /> • Departments submit budget requests to Business and Financial Services Division <br /> • Superintendent presents preliminary budget information to Board of Education <br /> March -April <br /> • Superintendent submits FY2022 Proposed Budget Request to the Board of Education <br /> • Board of Education holds Public Hearing work session <br /> • Board of Education holds budget work session for final consideration and review <br /> • Board of County Commissioners holds budget work session for consideration and review <br /> • Board of Education approves FY2022 Budget Request and submits to the Board of <br /> County Commissioners <br /> May—June <br /> • Board of County Commissioners holds Public Hearing on budget <br /> • Board of County Commissioners holds work sessions to review requested budget <br /> • Board of County Commissioners holds final Public Hearing and work session <br /> • Board of County Commissioners adopts FY 2021-22 Local and Capital Fund budget <br /> • Board of Education approves Final Budget Resolution for all Fund Codes <br /> 00 <br /> Chapel Hill—Carrboro City Schools—FY 2021-22 Recommended Budget empower <br /> inspire <br />
