Operating Budget Updates <br /> Presentation of Durham Technical Community College — Orange County Campus FY <br /> 2021-22 Operating Budget (See Attachment B) <br /> Durham Technical Community College (DTCC) - Orange County Campus FY 2021-22 <br /> Operating Budget Request includes $868,967 for Operations (an increase of $145,711 from FY <br /> 2020-21), Capital Outlay Funds of $75,000 (no change from FY 2020-21), and $250,000 related <br /> to Financial Aid ($200,000 to continue the funding of 200 scholarships for Orange County <br /> residents attending DTCC — this is funded through Article 46 One-Quarter Sales Tax proceeds), <br /> and a new funding request of $50,000 for financial aid grants for Back to Work students when <br /> their courses are not covered by the State. <br /> The increase in Current Expense includes a 2.5% increase for salaries and benefits to match <br /> the expected increases for state paid employees, continue to pay all employees a livable wage, <br /> funds to cover back increases in retirement that had not been requested in the past, new <br /> personnel requests to cover the Orange County portion of a new Facilities Tech position to <br /> support the increase in facility maintenance, a Small Business Center position to coordinate <br /> training opportunities for Orange County clients, and Orange County's portion of a Student <br /> Technology Support Help Desk position to coordinate work study students. The request also <br /> includes increases in Workers Compensation and other employee related insurance, and a <br /> projected 2.3% increase in utilities, contracted services, and insurance. <br /> Presentation of Chapel Hill-Carrboro City Schools Board of Education FY 2021-22 <br /> Operating Budget (See Attachment C) <br /> Based on the North Carolina Department of Public Instruction's projected Average Daily <br /> Membership (ADM) enrollment for FY2021-22, Chapel Hill-Carrboro City Schools enrollment <br /> would be 12,448 students, while charter students would be 156, less Out-of-County tuition paid <br /> students of 253, for a total of 12,351 budgeted students (an increase of 124 students from FY <br /> 2020-21). <br /> Chapel Hill-Carrboro City Schools is requesting an increase of $8,033,000 in continuation and <br /> expansion funding, with a $650.39 per pupil increase, in FY 2021-22. This would provide a total <br /> current expense funding of $61,764,203. This requested increase in the local per pupil <br /> allocation for current expenses would increase the per pupil allocation from $4,367 to $5,017.39. <br /> Presentation of Orange County Schools Board of Education FY 2021-22 Operating <br /> Budget (See Attachment D) <br /> Based on the North Carolina Department of Public Instruction's projected Average Daily <br /> Membership (ADM) enrollment for FY2021-22, Orange County Schools enrollment would be <br /> 7,299 students, while charter students would be 919, less Out-of-County tuition paid students of <br /> 108, for a total of 8,110 budgeted students (a decrease of 46 students from FY 2020-21). <br /> Orange County Schools is requesting an increase of $2,893,572 in continuation and expansion <br /> funding, with a $357 per pupil increase, in FY 2021-22. This would provide a total current <br />
