31 <br /> NEXT STEPS <br /> The BOCC is being asked to endorse the recommendation presented in this report. This is an important, but preliminary step toward <br /> realization of the ideas contained in this recommendation. Additional work is needed to advance the project to an operating Facility in <br /> Orange County. The next steps are outlined below. <br /> Risk Mitigation. Compile additional data and conduct additional studies to reduce the uncertainty in current projections of the number <br /> and type of patients who will be served by the Facility, refine estimates of costs and benefits, and identify/evaluate funding options. <br /> Design. Conduct a preliminary design of Facility space to provide a proper basis for a financial assessment. This will include identifying <br /> and assessing potential locations for the Facility. <br /> Licensing and Staff Planning. Identify licensing options/requirements, associated staff plan and Facility attributes, insurance billing <br /> policies and practices, and identify/evaluate potential Facility operators. <br /> Governance. Determine and assess options regarding ownership and governance for the Facility. <br /> Policy/Procedures. Identification of needed policy and procedure enhancements for all stakeholders to ensure county-wide <br /> collaboration leading to realizing the Facility's full potential. <br /> Projected Savings. Develop/refine projection of savings that may accrue due to reduced clinical and criminal justice burden. <br /> Sources and Uses of Funds. Project capital/operating budgets for Facility. Identify/assess funding arrangements for the first five years of <br /> operation including local government, state government, LMEs/insurance, and private philanthropic organizations. <br /> Road Map. Develop an implementation plan or road map for establishing an operating Facility in Orange County in an expedited <br /> manner. <br /> 29 <br />
