Additional performance criteria, Section 8.8.29.1 B (For all subdivision applications <br />including more than 40 lots): <br />a) Solid Waste <br />b) Biological Inventory <br />c) Environmental Mitigation <br />d) Traffic Study (For all subdivision applications including more than 40 lots in "Rural <br />Designated" areas and more than 80 lots within "Urban Designated" areas): <br />VI IMPLEMENTATION <br />PIPELINE <br />There are currently no projects `in the pipeline' that are vested, in terms of Preliminary Plan <br />submittal and BOCC approval, that would be required to follow either of the proposed <br />processes. However, there is one project for which a Concept Plan of approximately 26 lots <br />has been submitted and the Planning Board has recommended for approval in April, 2002. The <br />property owner has not submitted for the preliminary plan approval process that will go to the <br />Planning Board and eventually to the BOCC. <br />JOINT PLANNING AREA (JPA) <br />It should be noted that subdivisions in the Rural Buffer that require a Planned Development <br />Zoning Amendment will entail a Courtesy Review per the Joint Planning Agreement with Chapel <br />Hill and Carrboro. <br />EXISTING PROCESS AND TIMEFRAME OUTLINE <br />(See Process and Timeframe Outline, Attachment 6) <br />VII REGULATION CHANGE PROCESS <br />1) Public Hearing held on August 25, 2003 (Comments and responses from the hearing have <br />been summarized and are attached as Growth Management System Comments and <br />Responses, Attachment 7. <br />2) Planning Board, on September 3, 2003, recommended the proposed amendments, with <br />changes noted herein, to the BOCC. <br />3) BOCC considers adopting the proposed amendments on October 21, 2003. <br />VIII FINANCIAL IMPACT <br />There is no public financial impact associated with this item. However, the proposed Growth <br />Management System includes additional steps that will take additional time for the BOCC and <br />Planning Board to review. In addition, Staff time to process subdivisions will greatly increase. <br />Staff will report on the impact on human resources following a year of implementation. <br />
