ATTACHMENT 8 37 <br />DRAFT <br />139 Craig Benedict answered yes, there was a joint Board and Commissioner's meeting and over 100 <br />140 people from every board had been invited and asked to be an ambassador. Some said yes, but <br />141 sometimes they bring recommendations and the recommendations would disappear. <br />142 <br />143 AGENDA ITEM #H: ITEMS HEARD AT THE AUGUST 25, 2003 PUBLIC HEARING <br />144 Craig Benedict made the PowerPoint presentation <br />145 a.l. Incorporation by reference, of Water and Sewer Management Planning and <br />146 Boundary Agreement into Comprehensive Plan Land Use Element and <br />147 Craig Benedict added that there would be an infrastructure element that will be prepared. The <br />148 infrastructure element includes water, sewer, drainage, paving, etc. Additional policies will be <br />149 incorporated in that element to help make other decisions. <br />150 <br />151 MOTION was made by Hunter Schofield to incorporate by reference, Water and Sewer <br />152 Management Planning and Boundary Agreement into Comprehensive Plan Land Use Element by <br />153 Barry Katz and seconded. <br />154 VOTE: Unanimous <br />155 <br />156 Hunter Schofield suggested that 8b.1. and 8b.2 be discussed first and then come back to 8a.2. <br />157 <br />158 Craig Benedict stated that 8c. was incorporating the same map into the Zoning and Subdivision <br />159 Ordinance by reference. We could vote on 8c. first. <br />160 <br />161 a.2. Growth Management System Proposed Amendments to Zoning and Subdivision <br />162 Regulations <br />163 Craig Benedict summarized the process and stated that there are four options to be considered. <br />164 Based on comments from the public hearing, there will a hybrid of options proposed. <br />165 Option 1 is the most restrictive and option 2, is an expansion of Option 1. He used the <br />166 example of Carrboro's Transition Areas: first building out an area and then let <br />167 development go to a second area at a later date. There was discussion of the maps that <br />168 were presented. He discussed 4 options for the attached map regarding urbanizing area <br />169 delineations. <br />170 <br />171 Chair Nicole Gooding-Ray noted that the original discussion showed a boundary where it was <br />172 thought water could be served. <br />173 <br />174 Craig Benedict agreed. <br />175 <br />176 Chair Nicole Gooding-Ray noted that originally option 1 and option 3 were the focus points. <br />177 <br />178 Craig Benedict answered that after deliberating with the attorney, using the existing zoning land <br />179 use constructs and water/sewer boundary constructs was better to use than potential areas that are <br />180 informal at this point. <br />181 <br />182 Barry Katz verified that if there was a vote for option 1, and then over time, it would come back <br />183 to another Board and another group could expand that to include more areas once Option 1 has <br />37 <br />
