Year-to-Date Budget <br /> Summary <br /> PURPOSE: To approve budget ordinance amendments for fiscal year 2020-21. <br /> BACKGROUND: <br /> Animal Services <br /> 1. Animal Services has received donations in the amount of $1,160 through the Community <br /> Giving program, for use toward completing the canopy in the dog play yard, and $10,000 <br /> for use toward consulting services for the Vet Health Care Program. This budget <br /> amendment provides for the receipt and use of these funds, consistent with the intent of <br /> the donations. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Housing and Community Development <br /> 2. The Housing and Community Development Department has an immediate need for <br /> additional funds for Emergency Housing Assistance (EHA) to bridge the gap between now <br /> and when access to CDGB-CV funding and/or the County's allocation from the ARPA funds <br /> are received. The department's EHA program has been the County's most highly utilized <br /> resource in preventing evictions and homelessness during the pandemic. Since March <br /> 2020, EHA has provided approximately $2.9 million in financial assistance to 1,095 unique <br /> households, and there is still significant need, as there are currently 196 applications in the <br /> queue for staff review. This budget amendment provides for the transfer of$150,927 from <br /> the Social Justice Reserve funds to Housing and Community Development Department to <br /> be used toward the County's Housing Stabilization efforts. With this appropriation, there <br /> are no available funds remaining in the Social Justice Reserve funds for FY 2020-21. <br />
