27 <br /> 1 Theo Letman said the grant is for the duration of the pilot program, which is 6 months. <br /> 2 Commissioner McKee asked if the article 43 tax revenue would be used thereafter. <br /> 3 Theo Letman said yes, and this is already in the budget. <br /> 4 Commissioner McKee clarified that the vans being used are passenger vans and not <br /> 5 SUVs. <br /> 6 Theo Letman said yes, they are passenger vans. <br /> 7 Commissioner McKee said, as the program moves forward from the pilot, there could be <br /> 8 more of a mixture of vehicles being used, as the needs are more clearly determined. <br /> 9 Chair Price said vans can transport an entire family, which is useful. She encouraged <br /> 10 ride sharing for smaller groups. <br /> 11 Theo Letman said passenger vans are also ADA accessible. <br /> 12 Chair Price said she is optimistic it will work. <br /> 13 Commissioner Fowler asked if there are sneeze guards in place for COVID-19. <br /> 14 Theo Letman said the program follows guidelines for mask wearing and social <br /> 15 distancing. He said sneeze guards can be added if necessary, but mask wearing and air <br /> 16 circulation is most important. <br /> 17 Commissioner Dorosin said other ride share programs do not have sneeze guards in <br /> 18 place. <br /> 19 <br /> 20 Public Comment <br /> 21 Riley J. Ruske expressed frustration about the waste of funding on transit programs. He <br /> 22 said he is concerned about the competition of a government-funded program with the private <br /> 23 sector, and the cost of the rides will not cover the operational costs of the program. He said <br /> 24 Orange County has some of the highest property taxes in the State, and the residents should be <br /> 25 given a break. <br /> 26 <br /> 27 8. Consent Agenda <br /> 28 <br /> 29 • Removal of Any Items from Consent Agenda <br /> 30 • Approval of Remaining Consent Agenda <br /> 31 • Discussion and Approval of the Items Removed from the Consent Agenda <br /> 32 <br /> 33 Item 8-a was approved with the changes in an email sent to Commissioners earlier on <br /> 34 March 16, 2021. <br /> 35 <br /> 36 A motion was made by Commissioner McKee, seconded by Fowler to approve the <br /> 37 consent agenda with the adjustments made to the February 16, 2021 meeting minutes. <br /> 38 <br /> 39 Roll call ensued. <br /> 40 <br /> 41 VOTE: UNANMIOUS <br /> 42 <br /> 43 a. Minutes <br /> 44 The Board approved the draft minutes for the February 2, February 9, and February 16, 2021 <br /> 45 Board of County Commissioners meetings. <br /> 46 b. Schools Adequate Public Facilities Ordinance (SAPFO) — Receipt and Transmittal of <br /> 47 2021 Annual Technical Advisory Committee Report <br /> 48 The Board received the Draft 2021 Annual Report of the SAPFO Technical Advisory Committee <br /> 49 (SAPFOTAC) and transmitted it to the SAPFO partners for comments before the Report is <br /> 50 presented to the Board of Commissioners for certification in May 2021. <br />
