13 <br /> 1 Commissioner Dorosin referred to page 4 of the report, where it says there are $350,000 <br /> 2 and another$14,000 for program income, but only $180,000 was spent in 2019. He said some <br /> 3 requests were probably not funded, and asked if the rest of those funds are rolled over and <br /> 4 available for reallocation. He also asked what is the reasoning for any difference in funding <br /> 5 allocations. <br /> 6 Erika Brandt said only a subset of the 2019 awarded funding was disbursed in that same <br /> 7 year. She said in 2019, funds were disbursed that had been awarded in prior years. She said <br /> 8 this is the usual practice of the program, and it can take time for funds to actually be disbursed <br /> 9 to recipients. She said all awards made in 2019 are still on track to be expended. <br /> 10 Commissioner Dorosin asked if the other projects that were listed are in the pipeline to <br /> 11 receive funding. <br /> 12 Erik Brandt said yes, funding is reserved. <br /> 13 Commissioner Hamilton said she had the same question as Commissioner Dorosin. <br /> 14 She asked if there are reasons why some projects do not get funded in the year they are <br /> 15 requested. She asked if there is a barrier, or is it a typical lag. <br /> 16 Erika Brandt said she would follow up with an email with specifics. <br /> 17 Commissioner Hamilton asked if this was usual or is this something that just happened <br /> 18 in 2019. <br /> 19 Erika Brandt said from her perspective it is pretty typical, due to the complexities of the <br /> 20 projects. <br /> 21 Commissioner Fowler asked if the Home Consortium discusses or develops plans for <br /> 22 those who are displaced from mobile home parks. She asked if there is a collaborative plan to <br /> 23 address this. <br /> 24 Erika Brandt said various staff members are involved in those conversations. <br /> 25 Chair Price said the public comment period is from March 16 to March 31. She asked, <br /> 26 since the board is meeting remotely, if can residents submit comments with the closing of the <br /> 27 public hearing. She asked if the virtual aspect affects the public hearing requirements. <br /> 28 John Roberts said in this public hearing, the need for a public comment period is coming <br /> 29 from another agency. He said the public can comment until March 31. He said as long as <br /> 30 people know they can still make comments, this is just a public hearing, and there is no decision <br /> 31 to be made. <br /> 32 Chair Price asked if there is a deadline to make decisions. <br /> 33 Erika Brandt said there is not a decision to be made, and this is just a report to be <br /> 34 submitted to Housing and Urban Development. She said all submitted comments will be <br /> 35 included in the report. She said the report will be submitted in April. <br /> 36 <br /> 37 6. Regular Agenda <br /> 38 <br /> 39 a. Recommendations for Employee Health Insurance and Other Benefits <br /> 40 The Board considered voting to approve the Manager's recommendations regarding <br /> 41 employee health and dental insurance and other employee benefits effective July 1, 2021 <br /> 42 through June 30, 2022. The Manager is recommending no increase in appropriations for the <br /> 43 FY2021/2022 Health and Dental Budget and is also recommending that the County continue to <br /> 44 participate as a member of the North Carolina Health Insurance Pool (NCHIP). <br /> 45 Brenda Bartholomew, Human Resources Director, introduced the item and highlighted <br /> 46 some of the background information. She asked for the Board to approve the insurance rates, <br /> 47 which had no increase, and to approve continued participation in the North Carolina Health <br /> 48 Insurance Pool (NCHIP). <br /> 49 <br /> 50 BACKGROUND: <br />
