Public Hearing on 2019 Consolidated Annual Performance Report (CAPER) For the <br /> 5 HOME Investment Partnerships (HOME) Program <br /> 6 The Board conducted a public hearing on the Consolidated Annual Performance Report <br /> 7 (CAPER) for the HOME Investment Partnerships (HOME) Program. <br /> 8 Erika Brandt, Housing and Community Development Manager, introduced the item and <br /> 9 read the following background information: <br /> 10 <br /> 11 BACKGROUND: <br /> 12 Each year, Orange County reports on activities undertaken with funds from the U.S. Department <br /> 13 of Housing and Urban Development through the HOME Program. This annual report, called the <br /> 14 Consolidated Annual Performance Report (CAPER), documents the progress towards <br /> 15 implementing the priorities and activities identified in the Annual Action Plan. During the 2019 <br /> 16 CAPER period (July 1, 2019 through June 30, 2020), the County disbursed approximately <br /> 17 $375,000 in HOME funds and an additional $98,000 in local matching funds (contributed by the <br /> 18 Towns of Chapel Hill, Carrboro, and Hillsborough, as well as the County) for eligible housing <br /> 19 activities. These activities included acquisition of rental properties to be preserved for low- <br /> 20 income renters, provision of down payment assistance for low-income homebuyers, <br /> 21 rehabilitation of affordable rental units, and provision of tenant-based rental assistance. <br /> 22 <br /> 23 Orange County must hold a public hearing to obtain public comments and feedback on the <br /> 24 Consolidated Annual Performance Report (CAPER) during the public comment period from <br /> 25 March 16 through March 31, 2021. Ruske said the BOCC has previously expressed support for illegal alien <br /> 37 immigration activities. He read the federal laws related to the consequences of supporting <br /> 38 illegal alien immigration in the United States. He asked how citizens can be sure that this <br /> 39 program is not being executed in a manner that violates federal law. <br /> 40 <br /> 41 A motion was made by Commissioner Bedford, seconded by Commissioner McKee to <br /> 42 close the public hearing. <br /> 43 <br /> 44 Roll call ensued <br /> 45 <br /> 46 VOTE: UNANIMOUS <br /> 47 <br /> 48 Commissioner Dorosin asked if this is the time for the Board to ask questions, or if it will <br /> 49 come back for future discussion. <br /> 50 Erika Brandt said this meeting would be the best time to ask questions. <br />
