11 <br /> 1 <br /> 2 WHEREAS, the United States uses 82.3 billion gallons per day of fresh groundwater for public <br /> 3 supply, private supply, irrigation, livestock, manufacturing, mining, thermoelectric power, and <br /> 4 other purposes, according to the U.S. Geological Survey; and <br /> 5 <br /> 6 WHEREAS, water use has a direct link to overall monthly housing affordability when considering <br /> 7 that ten percent of homes have leaks that waste 90 gallons or more per day, according to the <br /> 8 U.S. Environmental Protection Agency; and <br /> 9 <br /> 10 WHEREAS, Orange County recognizes that water and sanitation measures are key to poverty <br /> 11 reduction, economic growth, and environmental sustainability; and <br /> 12 <br /> 13 WHEREAS, people around the world and in Orange County value water for its cultural, religious <br /> 14 and spiritual meanings; and <br /> 15 <br /> 16 WHEREAS, Orange County serves as the headwaters for three of the major NC river systems— <br /> 17 the Cape Fear, the Neuse and the Roanoke; and <br /> 18 <br /> 19 WHEREAS, the County contains 15 different watersheds, 10 of which are used downstream for <br /> 20 drinking water; and <br /> 21 <br /> 22 WHEREAS, Orange County has been working for decades to monitor and preserve water <br /> 23 quality and quantity for residents though programs such as the Groundwater Observation Well <br /> 24 Network and policies such as the Critical Watershed Protection Overlay Districts; and <br /> 25 <br /> 26 WHEREAS, dedicated community organizations such as the Triangle Women's International <br /> 27 League for Peace and Freedom understand the critical value of water and work to support water <br /> 28 preservation and protection in an effort to make water accessible to all; and <br /> 29 <br /> 30 WHEREAS, Orange County residents are helping to protect water quality and quantity by <br /> 31 practicing and supporting responsible agricultural practices, wetland protection and restoration, <br /> 32 and innovative wastewater management and reuse programs; <br /> 33 <br /> 34 NOW, THEREFORE, we, the Orange County Board of Commissioners, do proclaim March 22, <br /> 35 2021 as "World Water Day" in Orange County and challenge residents to celebrate the Day by <br /> 36 sharing with each other the ways in which they value water. <br /> 37 <br /> 38 THIS THE 16th DAY OF MARCH, 2021. <br /> 39 <br /> 40 <br /> 41 <br /> 42 Renee Price, Chair <br /> 43 Orange County Board of Commissioners <br /> 44 <br /> 45 A motion was made by Commissioner Dorosin, seconded by Commissioner Greene to <br /> 46 approve and authorize the Chair to sign the proclamation recognizing March 22, 2021 World <br /> 47 Water Day. <br /> 48 <br /> 49 Roll call ensued <br /> 50 <br /> 51 VOTE: UNANIMOUS <br />
