INTRODUCTIONS <br /> Attendees: Renee Price, Jamezetta Bedford, Bonnie Hammersley, Travis Myren, Tom Altieri, Nish <br /> Trivedi, Tom Ten Eyck, Chuck Edwards, Pat Wilson, Wright Archer, Dawn McPherson, Margaret Hauth, <br /> Jenn Weaver <br /> II. DISCUSSION TOPICS <br /> A. Updates to the State Transportation Improvement Program (STIP) (NCDOT) <br /> A year after the COVID pandemic caused shutdowns across the state, the timeline for STIP <br /> projects has been adjusted based on revenue streams and phasing back into pre-pandemic <br /> conditions. <br /> Status: NCDOT to provide any updates. <br /> - Wright Archer: At this time last year, we were in a different place budget-wise. With severe <br /> hurricane issues and the pandemic, there were some real budget shortfalls. In November, <br /> balance was around $700,000 and as of last week, we're at about $1.5 million. Lots of projects <br /> are on hold, but we're starting projects back on. <br /> - Jenn Weaver: Roadside maintenance questions have come in. Can you speak to that? <br /> - Wright: Went from picking up 4 million pounds in 2018 to 9 million pounds in 2019 to 2 million in <br /> 2020. Looking to revitalize that now; maintenance was affected by budgetary constraints, but <br /> that's rebounding as well. <br /> B. US-70 at US-70 Business — Highway Safety Improvement Program (HSIP) (Orange County) <br /> Orange County Staff submitted this intersection for potential safety improvements to be evaluated <br /> and implemented by NCDOT through their SPOT Safety/Mobility or HSIP program. NCDOT has <br /> flagged it for HSIP for investigation and identify possible countermeasure. <br /> Status: NCDOT to provide any updates to results. <br /> - Nish Trivedi: The intersection of US 70/US 70A has had a lot of accidents and we've looked at <br /> the data (crash analysis). In communicating with NCDOT, we were told this was being <br /> considered for HSIP. <br /> Dawn McPherson: Touched base with associate, Brian Thomas; there is no response yet with <br /> recommendations based on investigation but that there should be information by the end of <br /> March. We should be able to bring something at that point in time after it comes forward; this is <br /> still in process. <br /> Tom Altieri: Something that Orange County Transportation Planning staff has been working on <br /> with the OUTBoard is trying to find smaller projects that can be funded (non-STIP) in order for <br /> them to be funded. Commissioners Price and Bedford, you'll remember hearing from the <br /> OUTBoard chair at a work session that there's interest in these types of projects. We've been <br /> working with NCDOT staff(particularly Dawn McPherson) to understand the mechanics of this <br /> process and how to get funding for these types of projects. Hopefully over time, we can have <br /> more success in this area. <br /> - Renee Price: Is there a thought to put in an actual traffic signal at this location or consider road <br /> realignment? <br /> - Nish: Since NCDOT is doing the investigation of this project, they'll decide on what treatment is <br /> best. <br /> 1 <br />
