Small Transportation Projects <br /> PURPOSE: Biannual opportunity for OUTBoard members to submit suggestions for North <br /> Carolina Department of Transportation (NCDOT) non-Strategic Transportation Improvement <br /> Program (STIP) projects. <br /> BACKGROUND: NCDOT has a variety of non-STIP funding sources for small transportation <br /> projects (Attachment 1). Such programs include: <br /> • High Impact-Low Cost Program <br /> • Spot Safety <br /> • Hazard Elimination Program <br /> • Spot Mobility Program. <br /> • Annual Maintenance Resurfacing <br /> Common characteristics of these local non-STIP projects are: <br /> • Do not involve right-of-way acquisition; <br /> • Construction ready to be under contract within 24 months of approved funding; <br /> • Costs over $250,000 typically requires resolution of support from local elected body; <br /> • Funding can be paired with other funding sources; and <br /> • Subject to Board of Transportation (BOT) approval. <br /> Throughout each fiscal year, opportunities may arise for Orange County to submit small <br /> transportation projects to NCDOT. The turn-around time between local submission and <br /> NCDOT project review is typically very short. Once non-STIP projects are approved, there is <br /> very little design review or public involvement as these are typically considered "construction <br /> ready." The small transportation project lists as an ongoing inventory addressing the County's <br /> small and immediate transportation issues. <br /> The Planning staff is requesting OUTBoard members assist staff in identifying potential local <br /> non-STIP projects, using the examples provided in Attachment 1 as a reference. OUTBoard <br /> members represent and reside in all areas of the county, and typically are more familiar with <br />
