29 <br /> Technical Committee 2/24/2021 Item 7 <br /> —Sidepaths (Complete Streets)— <br /> The North Carolina Department of Transportation (NCDOT) published Complete Streets <br /> implementation guidelines that support sidepaths along major roadways. The table on the <br /> following page identifies highway segments with a "needs improvement" or "recommended" <br /> (i.e., new roadway) status that are to include a bicycle/pedestrian sidepath as an integral part <br /> of the construction and budget. The DCHC MPO has already identified many of these highway <br /> segments for sidepaths in Amendment#2 to the Metropolitan Transportation Plan (MTP), <br /> which was adopted in November 2019. <br /> The DCHC MPO has also identified other sidepaths that would connect to this network but <br /> these additional sidepaths are identified in the multiuse paths (MUP) table of CTP Amendment <br /> #3 because they are to be built along highways that are not designated for improvements. <br /> Note that a sidepath and multiuse path (MUP) are the same type of facility. For the sake of <br /> clarity, the CTP distinguishes a sidepath as part of a highway improvement project, and a MUP <br /> as a stand-alone bicycle/pedestrian project that in some cases might be constructed along a <br /> roadway that is not being improved. <br /> Following the sidepath table, a series of maps that cover the DCHC MPO planning area show, <br /> using a bright purple shadow, �, which highways and interchanges are to have a sidepath. <br /> In addition to the table and maps, Amendment#3 will also reference the North Carolina <br /> Complete Streets policy and guidelines to ensure that the public understands that the DCHC <br /> MPO plans to enforce Complete Streets. <br /> DRAFT CTP Amendment#3 18 <br />
