10 <br /> Following the State's action, on November 13, 2019 the DCHC MPO amended its 2045 MTP <br /> by including the State's new Complete Streets Policy and identified which projects would <br /> receive Complete Streets consideration. Since then, MPO staff has been working with local <br /> jurisdictions to identify potential CTP amendments so that they will be consistent with the <br /> amended MTP and new state policy. Though no project has been implemented through the <br /> new policy to date, the CTP sets the stage for NCDOT assistance in multimodal improvements <br /> as part of future roadway projects. <br /> Since the MTP was amended, County transportation planning staff has been working with <br /> DCHC MPO, NCDOT, and local jurisdiction staff in updating Orange County's CTP within the <br /> DCHC MPO planning area, in light of State's new Complete Streets Policy. From December <br /> 2019 to August 2020, staff reviewed the Orange County CTP and made recommendations to <br /> the Orange County Unified Transportation Board (OUTBoard). The recommendations used <br /> an analytical process that coordinated efforts with local jurisdictions and DCHC MPO staff as <br /> well as gave consideration to Environmental Justice, transit plans, freight plans, regional traffic <br /> modeling and county-level road safety statistics. <br /> All DCHC MPO member jurisdictions have provided a comprehensive list of CTP amendments <br /> for all modes, and they are separated into individual sections in the attached CTP Report <br /> (Attachment 1). DCHC MPO has started processing this amendment in-house in accordance <br /> with their Public Involvement Plan. <br /> Previous Steps: <br /> • August 19, 2020, OUTBoard began reviewing potential amendments to the CTP. <br /> • September 16, 2020, OUTBoard recommended Orange County Board of County <br /> commissioners (BOCC) approve a list of CTP amendments. <br /> • October 6, 2020, BOCC approved Orange County CTP Amendments <br /> • October 8, 2020, Transportation Staff submitted CTP Amendments to DCHC MPO. <br /> Next Step - Public Involvement: <br /> • April 14, 2021 — DCHC MPO Board releases amendment #3 for public input. <br /> • May 12. 2021 — DCHC MPO Board conducts a public hearing on Amendment #3. <br /> • May 25, 2021 — Public involvement period ends. <br /> • June 9, 2021 — DCHC MPO Board can adopt Amendment #3. <br /> • July 1 or August 4-5, 2021 — North Carolina Board of Transportation can adopt <br /> Amendment #3 <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> RECOMMENDATION(S): Staff recommends OUTBoard provide comments. <br />
