5 <br /> Housing Assistance (EHA)/Housing Helpline personnel expenses, and $293,871 to be <br /> used toward the County's Housing Stabilization efforts. The Town has allocated an <br /> additional $99,990 to the Orange County Housing and Community Development <br /> Department to be used toward the County's Housing Stabilization efforts. This budget <br /> amendment provides for the receipt of these additional funds from the Town of Chapel Hill <br /> for the above stated purposes. (See Attachment 1, column #4) <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Library Services <br /> 5. Orange County Library Services has received additional State Aid funds of $4,692 from <br /> the State Library of North Carolina. This brings the total budgeted funds to $104,492 in FY <br /> 2020-21. The department has also received a $1,000 donation from the Triangle <br /> Community Foundation. Both of these additional funds will be used to increase cataloging <br /> efforts to better tag and trace Diversity, Equity, and Inclusion (DEI) library collection <br /> materials within the collection. This budget amendment provides for the receipt of these <br /> additional funds for the above stated purpose. The Department of Social Services has received notification from Cardinal Innovations of <br /> funds totaling $487,200 for a broad set of services designed to support children in custody <br /> of the County who are presumptively Medicaid eligible and therefore also members of <br /> Cardinal. This sub-capitated payment arrangement includes Cardinal Innovations paying <br /> Social Services a per-member, per-month rate for each child in the custody of the County <br /> for whom Cardinal received Foster Children capitation payments from the North Carolina <br /> Department of Health and Human Services during the previous month. This amount is for <br /> July 2020 through March 2021. This budget amendment provides for the receipt of these <br /> funds in the DSS Client Services Fund, outside of the General Fund.
