15 <br /> RICHARDSON REZONING — JUSTIFICAITON FOR REQUESTED ATLAS <br /> AMENDMENT AND CHANGE IN COUNTY FUTURE LAND USE MAP: <br /> 1. The parcel has frontage on NC Highway 86, a heavily travelled State roadway. <br /> In my opinion, residential development on this 2.7 acre parcel is not the highest <br /> and best use of the property; <br /> 2. There are parcels north and west of this property zoned to allow for non- <br /> residential development. According to the County zoning atlas, the parcels are <br /> zoned: <br /> a. General Commercial (GC-4); and <br /> b. Economic Development (lot across NC Highway 86). <br /> 1 believe the area is already zoned to allow for non-residential development and <br /> my request is consistent with this existing classification/trend for the area with <br /> respect to existing development to the north and anticipated development to the <br /> west; <br /> 3. As I understand it, there will also have to be a change to the land use category <br /> designation of my property based on the County's Comprehensive Plan. <br /> Staff has explained that my parcel is located within a Rural Residential land use <br /> category, which is intended to promote/allow for residential development <br /> activities. The GC-4 commercial zoning is not allowed within this land use <br /> category. <br /> Based on the maps provided to me, the parcel to the north (developed as a self- <br /> storage business) is within a Commercial Industrial Node, which is how the <br /> parcel to the north was able to be zoned GC-4. <br /> Given current development trends in the area, and the high volume of traffic on <br /> NC Highway 86, 1 believe my property is better suited for commercial <br /> development. I also think it is appropriate to expand this Commercial land use <br /> category to include my property as the parcel to the north is already located <br /> within this land use category. <br /> I should also point out, according to the Comprehensive Plan, property to the <br /> west of my parcel are within an Economic Development Transition Node, which <br /> also allows for commercial development. I am, effectively, surrounded by <br /> property classified as being suitable for commercial development activities. <br /> As part of my request, I respectfully ask that my parcel's future land use <br /> designation be changed from Rural Residential to Commercial-Industrial <br /> Transition as I believe commercial development is the most appropriate land use <br /> for this property; <br /> 4. <br />
