5 <br /> • Final 2016 General Obligation Bond Allocations - $13.3 million <br /> In 2016, Orange County voters approved a bond referendum that included $120 million <br /> for school facility repairs and improvements. FY2021-22 represents the final draw on <br /> those funds. Chapel Hill-Carrboro City Schools is requesting $1.9 million to be applied to <br /> the Chapel Hill High School major renovation project. Orange County Schools has <br /> requested to use their remaining $11.4 million to fund mechanical system replacements <br /> at Cameron Park Elementary, Hillsborough Elementary, New Hope Elementary, Efland <br /> Cheeks Global Elementary, Central Elementary, and A.L. Stanback Middle School. <br /> • Traditional School Facility Repair and Improvement Projects-$10.6 million <br /> The remainder of the funding for school capital projects, $10.6 million, is used to fund a <br /> variety of other capital improvements in schools ranging from accessibility and classroom <br /> improvements to technology and sustainability projects. This more traditional allocation <br /> is financed by a mix of sources including traditional debt financing, additional pay-as-you- <br /> go (from lottery proceeds), and Article 46 sales tax proceeds. <br /> • Orange County Campus Expansion — Durham Technical Community College - $3.1 <br /> million <br /> The Recommended CIP for FY2021-22 includes $3.1 million to complete the site work for <br /> a new academic building on the Orange County Campus. The new facility will be <br /> approximately 56,000 square feet with about 250 surface parking spaces. <br /> The College is currently updating and verifying program needs for this facility through a <br /> facility master planning process that will be completed in late May. Some of the <br /> programming may include Health Technology,Skilled Trades,and Public Safety education. <br /> Funding for facility construction of $22.5 million is recommended in FY2022-23. In <br /> addition to capital funding, the County will be responsible for non-instructional operating <br /> costs when the facility is operational. Those costs are currently estimated at $365,000 <br /> annually beginning in FY2023-24. <br /> Public Health and Safety <br /> As the County continues to plan for COVID-19 recovery, the FY2021-22 Recommended CIP <br /> includes investments that will support the County's public health and safety functions to continue <br /> to reliably and efficiently respond to emergencies and to effectively communicate with one <br /> another. <br /> • Emergency Medical Services (EMS) Substation and Location Study- $2.7 million <br /> The County has been working with the Orange Rural Fire Department to design and fund a <br /> co-located EMS substation and fire station in the Waterstone community in Hillsborough. Co- <br /> locations offer the benefit of sharing the construction cost of site infrastructure, mechanical <br /> and electrical systems, and common areas as well as the eventual operating costs of the <br /> facility. <br /> Page 13 <br />
