10 <br /> o Register of Deeds Automation -$80,000 <br /> The Register of Deeds Automation project is funded using automation fees that are <br /> specifically designated by State Statute to improve technology capabilities in the <br /> Register of Deeds Office. Each year, the County budgets $80,000 which is allowed to <br /> accumulate over time to make significant technology investments. <br /> Parks, Open Space, and Trail Development <br /> The Board has consistently funded projects for parks, open space, and trail development that <br /> preserve natural areas of the County and promote nature activities for County residents. Funding <br /> recommendations are generally guided by the Parks and Open Space Master Plan, as well as the <br /> individual master plans that have been adopted and periodically updated for each park property. <br /> The FY2021-22 CIP recommends funding for the following projects: <br /> o Blackwood Farm Park—$15,000 <br /> Blackwood Farm Park is a 152-acre regional park between Chapel Hill and <br /> Hillsborough on NC Highway 86 and New Hope Church Road. A variety of <br /> improvements will be started in the summer of 2021 to construct new turn lanes into <br /> the park and develop an improved entryway and parking using funding appropriated <br /> in prior years. <br /> The Park is designed to host recreational and educational events. The FY2021-22 CIP <br /> is recommending the addition of a neighborhood electric vehicle (NEV) to provide <br /> transportation assistance to individuals with disabilities to fully participate in those <br /> events. <br /> o Lands Legacy Program -$500,000 <br /> The Lands Legacy Program was originally established in 2000 to conserve and protect <br /> the County's most critical natural and cultural resources, including prime and <br /> threatened farmland, future parklands, natural areas, wildlife habitat and prime <br /> forests, watershed stream buffers, and historic archaeological sites. Based on <br /> planned projects, the existing $1.7 million balance in this program will be exhausted. <br /> As a result, funding is proposed in FY2021-22 to begin replenishing funds. An annual <br /> appropriations approach is recommended in future years to provide ongoing support <br /> of the program. <br /> o Little River Park-$100,000 <br /> Little River Park is a cooperative park project, funded fifty percent (50%) each by <br /> Orange and Durham counties. Funding of $100,000 is recommended for FY 2021-22 <br /> to repave the park entry road and parking area.These repairs are pending completion <br /> of the updated master plan for the full park by both Orange and Durham counties and <br /> renewal of the Interlocal agreement that is expected in May 2021.
