3. The Department of Social Services has received notification from the JobLink Regional <br />Partnership Locat Area of JobLink Enhancement funds totaling $10,944. These funds will <br />be used for JobLink programs at the County's Skills Development Center. There is no <br />required County match for the receipt of these funds. This budget amendment provides for <br />the receipt of these funds. (See Attachment 1, column #3) <br />Sheriff Department <br />4. The Sheriff Department has received notification from the Bureau of Alcohol, Tobacco, <br />Firearms and Explosives (ATF) of funds totaling $28,469 to be used for the operation of <br />Phase 1 of a gang prevention program called Gang Resistance Education and Training <br />(G.R.E.A.T.). This program originally started as Project Outreach in 1992. G.R.E.A.T. is a <br />project that uses the skills of ATF, State and local law enforcement personnel to develop a <br />program that educates youth about the dangers associated with joining street gangs and <br />engaging in youth violence. The department will arrange with local area middle/junior high <br />schools, to schedule 13 one period classes to instruct students on the dangers of gangs in <br />accordance with the G.R.E.A.T. program lesson plans. Classes will be taught in an <br />appropriate education time slot as determined by local school officials. This budget <br />amendment provides for the receipt of these funds. (See Attachment 1, column #4) <br />5. In June 2000, the Sheriff's Department entered into an agreement with Justice Benefits <br />(JBt). JBI specializes in securing appropriate Federal financial assistance in recovering <br />federal funds that are due to counties who house federal inmates. Based on the work that <br />JBI has performed, Orange County has received an unanticipated $6,311. This budget <br />amendment provides for the receipt of these funds. (See Attachment 1, column #5) <br />Human Rights and Relations Department <br />6. On October 1, 2003, the Board of County Commissioners ratified a revision of the <br />cooperative agreement between Orange County and the United States Department of <br />Housing and Urban Development (HUD) to include the Partnership Initiative funds for FY <br />2003-04. On September 23, Orange County was awarded $60,000 in Partnership Initiative <br />funds to coordinate an education and outreach campaign for the residents of Orange <br />County. This amendment provides for the receipt of these funds. (See Attachment 1, <br />column #6) <br />Health Department <br />7. The Orange County Health Department has received their Medicaid cost settlement funds <br />for FY 2001-02 in the amount of $101,012. These Medicaid reimbursement funds are <br />required to be budgeted and expended to further the objectives of the program that <br />generated the receipts, and uses of these funds include, but are not limited to: public <br />information and outreach, automation of administrative operations, capital improvements, <br />expansion of preventive and primary care services to uninsured and under-insured <br />populations, and expansion of program support services. The Orange County Health <br />Department uses these funds for capital improvements. This budget amendment provides <br />for the receipt of these funds. (See Attachment 2, Medicaid Maximization Capital Project <br />Ordinance) <br />
