Attachment 2 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 VIRTUAL WORK SESSION <br /> 5 MARCH 9, 2021 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Virtual Work Session on Tuesday, <br /> 9 March 9, 2021 at 7:00 p.m. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Mark Dorosin, Sally Greene, and Earl <br /> 13 McKee <br /> 14 COUNTY COMMISSIONERS ABSENT: NONE <br /> 15 CITY COUNCIL MEMBERS PRESENT: Mayor Ed Hooks, Mayor Pro Temp Jill Auditori, <br /> 16 Everette Greene, Patty Philipps, Tim Bradley and Sean Ewing. <br /> 17 CITY COUNCIL MEMBERS ABSENT: NONE <br /> 18 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 19 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 20 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 21 appropriately below) <br /> 22 <br /> 23 Chair Price called the Board of County Commissioners meeting to order at 7:00 p.m. <br /> 24 <br /> 25 Due to current public health concerns, the Board of Commissioners is conducting a Virtual Work <br /> 26 Session on Tuesday, March 9, 2021. Members of the Board of Commissioners participated in <br /> 27 the meeting remotely. As in prior meetings, members of the public were able to view and listen <br /> 28 to the meeting via live streaming video at http://www.orangecountync.gov/967/Meeting-Videos <br /> 29 and on Orange County Gov-TV on channels 1301 or 97.6 (Spectrum Cable). <br /> 30 <br /> 31 A roll call of the County Commissioners was called; all members were present. <br /> 32 The City Council of Mebane was present for the beginning of the work session for a <br /> 33 presentation on the Buckhorn Area Plan (Study). <br /> 34 Ed Hooks, City of Mebane Mayor, called the City of Mebane meeting to order. All <br /> 35 members of the City Council were present. <br /> 36 Chair Price welcomed the Mebane City Council, and invited everyone to introduce <br /> 37 themselves. <br /> 38 <br /> 39 1. Joint Discussion with Mebane City Council on Buckhorn Area Plan (Study) <br /> 40 The Board received a short presentation on the Buckhorn Area Plan (Study) and discuss <br /> 41 with the Mebane City Council. <br /> 42 <br /> 43 BACKGROUND: <br /> 44 Orange County utilized funds available in the FY 2019-2020 budget to reimburse the City of <br /> 45 Mebane for half of the consulting expenses of the Buckhorn Area Plan. The original goals have <br /> 46 been to work together with a consultant to further analyze areas within Orange County— <br /> 47 adjacent to and near Mebane — and to develop recommendations for a growth strategy. In <br /> 48 January 2020, the Piedmont Triad Regional Council (PTRC) was selected as the consultant, <br /> 49 and beginning on February 6, 2020, Orange County, the City of Mebane, and PTRC have met <br /> 50 monthly to discuss the geographic area of the study, the parcel development suitability criteria <br /> 51 and mechanisms for feedback on the analysis. <br />
