Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> d. Objective LU-3.1: Discourage urban sprawl, encourage a separation of urban and <br /> rural land uses, and direct new development into areas where necessary <br /> community facilities and services exist through periodic updates to the Land Use <br /> Plan. <br /> 3. The proposed development is consistent with existing/anticipated development within the <br /> area and the various land uses associated with the project are compatible with various <br /> goals/policies as detailed herein; <br /> 4. The project is consistent with the findings and recommendations contained within the NC <br /> Highway 57 Small Area Plan with respect to development in the area; <br /> 5. The proposed land use buffers are consistent with the 2012 approval and will adequately <br /> screen the land use from NC 57, Bacon Road, and the cement mixing operation to the <br /> east. <br /> Neighborhood Information Meeting: A neighborhood information meeting for the project was <br /> held on December 17, 2020 in accordance with Section 2.9.2 (D) of the UDO. The meeting was <br /> held in an on-line format due to current public health concerns. No members of the public <br /> attended the meeting. <br /> Public Notifications: In accordance with Section 2.8.7 of the UDO, notices were mailed via first <br /> class mail to property owners within 1,000 ft. of the subject parcels providing the date/time of the <br /> Planning Board meeting when the proposal is to be reviewed. These notices were mailed on <br /> December 17, 2020, 20 days before the Planning Board meeting. Staff also posted the subject <br /> parcel with a sign indicating the date/time of the Planning Board's review of the rezoning request <br /> on December 21, 2020, 16 days before the Planning Board meeting. For more information, <br /> please refer to Attachment 5. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the: <br /> 1. Statement of Consistency indicating the zoning atlas amendment(s) are reasonable <br /> and in the public interest as contained in Attachment 7. <br /> 2. Ordinance amending the Zoning Atlas as well as imposing development conditions for <br /> the identified parcel as contained in Attachment 8. <br /> FINANCIAL IMPACT: This request has been reviewed by various County departments who <br /> have determined that the approval or denial of the request would not create the need for <br /> additional funding for the provision of County services.
