Date of Incorporation (Month/Year):
Orange County Historical Museum was incorporated in 1983. The Historical Foundation
of Hillsborough and Orange County (HFHOC), incorporated in 2007, has operated
OCHM for ten years.
2. Agency's Purpose/Mission (no more than a few sentences):
The mission of the HFHOC is to enlighten and engage our community and visitors from
around the world by preserving and interpreting the history of Orange County.
3. Please provide a brief description of your organization's past achievements in carrying out similar
projects and evidence of successful record of meeting proposed budgets and timetables (no more than
100 words).
Last year the Museum was proud to have two excellent exhibits that drew wide
audiences. The Permanent Exhibit highlights 300 years of history with artifacts from the
Occaneechi, the colonial and Civil War eras, and African-American businesses in
Orange County. "Let's Play" displayed toys and games from the late 1800s to present
day. A "paint-by-numbers" mural of historic Hillsborough engaged more than 50
members of the community who painted individual parts to complete a magnificent mural
displayed at the Museum. Several lectures were held throughout the year and the
Museum hosted numerous school events and an active Facebook page.
4. Living Wage: Does this agency pay permanent employees a minimum living wage? (Yes/No) No
If yes, is this agency an Orange County Living Wage Certified Employer?
If no, please briefly explain.
The Museum has no permanent employees. It is operated by HFHOC to fulfill its
mission to enlighten and engage the community and visitors from around the world by
preserving and interpreting Hillsborough and OC history. Income sources are primarily
endowment grants and proceeds from fundraising activities. Wage structure reflects our
financial status and is quite similar to other museums in the area. Although lower than
current OC living wage targets, OCHM staff wages have steadily increased since 2014.
Employment in small museums such as OCHM provides staff with the opportunity to
engage with museum practices and obtain skills that fosters learning, curiosity and
connection with a community of stakeholders who are passionate about the goals and
mission of our museum. In balancing the competing needs for wages, operations and
program, HFHOC can afford to make small steps toward making living wage salaries for
all museum staff a reality. This is a better use of limited resources than offering unpaid
internships and reducing paid staff. The HFHOC board has been tasked with the
responsibility of making living wage salaries a priority for the museum and is actively
seeking funding that would allow this goal to be met within the next several years.
Schedule of Positions: #of FTE—Full-Time Paid Positons: 0 #of FTE—Part-Time Paid Positions: 3*
In December 2019, the Museum was forced to lay off its three staffers due to a prolonged
closure of the Museum caused by faulty repairs. It is envisioned that the Museum should be
reopened by early April, at which time, a site manager will be hired. Currently the Museum's
Board is undergoing a full strategic planning exercise as well as discussions with the
Program informatio P a g e 8 o f 2 1
